City Council Regular Meeting Minutes
Thursday, December 15, 2016,
Council Chambers, 26379 Fremont Road, Los Altos Hills, California
Mayor Harpootlian called the meeting to order at 6:03 p.m.
CALL TO ORDER(6:00 P.M.)
A. Roll Call
Present: Mayor Harpootlian,Vice Mayor Waldeck, Councilmember Corrigan,
Councilmember Radford, Councilmember Spreen(Councilmember Wu
joined the Council at 6:40 p.m.)
Absent: None
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning
Director Suzanne Avila, Public Works Director/City Engineer Allen
Chen, Administrative Services Director Pak Lin, City Clerk Deborah
Padovan
B. Pledge of Allegiance
Girl Scout Brownies;Troop 62335 led the Pledge of Allegiance. After the Pledge,
Mayor Harpootlian handed out certificates and pins to the Girl Scouts.
L AGENDA REVIEW
There were no changes to the agenda.
2. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action,which may include placement on the next available agenda.

3. CONSENT CALENDAR.
MOTION MADE AND SECONDED: Vice Mayor Waldeck moved to approve
the CONSENT CALENDAR, specifically. The motion was-seconded by
Councilmember Radford.
Motion Carried 5 to 0:
AYES: Mayor Harpootlian,Vice Mayor Waldeck, Councilmember Corrigan,
Councilmember Radford, Councilmember Spreen
NOES: None
ABSENT: None
ABSTAIN: None
A. Resolution 95-16 Declaring the Canvass of Returns and Results of the General
Municipal Election held on Tuesday,November 8, 2016 (Staff: D. Padovan)
B. Proclamation Supporting Santa Clara County's Designation as a National Heritage
Area(Staff: D. Padovan)
4. SPECIAL ITEMS—COUNCIL REORGANIZATION
A. Remarks from Mayor Harpootlian
Mayor Harpootlian expressed his thanks to the staff and presented the City.
Manager and City Clerk with a gift of chocolates. He then expressed his closing.
comments and reviewed the accomplishments of the City Council in 2016.
B. Presentation of Gift to Outgoing Mayor Harpootlian and Comments by
Councilmembers and Members of the Public
Lisa Chung, Senior District Representative from the Office of State Senator
Jerry Hill, presented Mayor Harpootlian with a Proclamation from Senator Hifi
and former Assemblymember Rich Gordon. :
Santa Clara County Undersheriff Carl Neusel, Assistant Sheriff Rick Sung,
and Captain Rich Urena, on behalf of Sheriff Laurie Smith and the men and
women of the Sheriffs Office,honored Mayor Harpootlian with plaque thanking
him for his years of supporting public safety in the Town of Los Altos Hills.
The Council thanked Mayor Harpootlian for his four years of service and all that
he had done for the Town of Los Altos Hills. Vice Mayor Waldeck presented
outgoing Mayor Harpootlian with a gift recognizing his service.

C. Administration of. Oath of Office . to Councilmember-Elect Corrigan.,
Councilmember-Elect Wu and Councilmember-Elect Spreen,.and Stepping Down
of Mayor Harpootlian
City Clerk Deborah Padovan administered the Oath of Office to
Councilmembers-Elect Courtenay C. Corrigan, Michelle Wu and Roger Spreen.
The Councilmembers then took their seats on the dais.:
D. Election of New Mayor
MOTION MADE AND SECONDED: Councilmember Radford moved to
appoint Gary Waldeck to serve as Mayor for the Town of Los Altos Hills for 2017.
The motion was seconded by Councilmember Spreen.
Motion Carried 5 to 0:
AYES: Vice Mayor Waldeck, Councilmember Corrigan,Councilmember
Radford, Councilmember Spreen, Councilmember Wu
NOES: None
ABSENT: None
ABSTAIN: None
E. Remarks from New Mayor
Incoming Mayor Waldeck outlined his objectives and goals for 2017.
F. Remarks from Vice Mayor Radford
Vice Mayor Radford said he looked forward to serving as Vice Mayor and to,
working with the.Council on any issues that may arise.
