Mayor Harpootlian called the meeting to order at 6:07 p.m.

There were no changes to the agenda. Councilmember Radford stated that today,
January 27, 2016,. is the actual 60th anniversary of the Town of Los Altos Hills.
2. PRESENTATIONS AND APPOINTMENTS
A. Appointment to the Open Space Committee
City Clerk Deborah Padovan introduced the item.
Sara Fogarty,Los Altos Hills, introduced herself to the City Council.
AshimaMadan,Los Altos Hills, introduced herself to the City Council..
Sunita Sethi, Los Altos Hills, currently serves on two Town Committees,
expressed her interest in serving on the Open Space Committee.
The City Clerk distributed, collected and tallied the ballots. She then announced
that Sara Fogarty received a majority of three votes.

MOTION MADE AND SECONDED.: Councilmember Corrigan moved to
appoint Sara Fogarty to serve on the'Open Space Committee for a four-year term. •
The motion was seconded by Councilmember Spreen.

MOTION MADE AND SECONDED: Vice Mayor Waldeck moved to appoint
Rajiv Patel to the Environmental Design and Protection Committee for a four-year
term. The motion was seconded by Councilmember Corrigan.

appoint John Swan to the History Committee for a four-year term. The motion was
seconded by Councilmember Spreen.

appoint Nina Sutaria to the Parks and Recreation Committee for a four-year term.

3. PRESENTATIONS FROM THE FLOOR. Persons wishing to address the Council

Comments are limited to:two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously .adopted by the Council, such items can: be referred to .staff for
appropriate action,which may include placement on the next available agenda.
Mike Sanders, Senior Program Specialist for the Santa Clara County Fire
Department, Los Altos Hills County Fire District, informed the Council that Personal
Emergency Preparedness (PEP) classes are coming up and CERT begins on February 23.

E. Resolution Expressing Support for Combatting Human Trafficking (Staff: D.

Councilmember Spreen explained why he was not supporting this item and
encouraged individuals to Google "Human Trafficking Super Bowl Myth."
Council discussion ensued.
Sheriff Captain Rick Sung explained that the Santa Clara County Sheriffs office
is leading a county-wide task force to combat human trafficking.
MOTION MADE AND SECONDED: Councilmember Radford moved to
approve Resolution 09-16 expressing support for combatting human trafficking.
The motion was seconded by Councilmember Corrigan.

A. Resolution Awarding the Contract for the Miranda Road Pathway Improvement
Project(Staff: R. Chiu)
Public Works Director Richard Chiu presented the staff report.
Council discussion ensued.
Ann Duwe, Chair of the Pathways Committee, explained that the committee
voted again to support the Miranda Road pathway as their number one capital
improvement project for this fiscal year.
Heather Rose, Los Altos Hills, informed the Council that the Education
Committee voted to approve the Miranda Road pathway.
Nick Hart, Los Altos Hills, asked about what provision has been made for street
parking and what steps are being taken so that the rural character is preserved.
Nan Mead,Los Altos Hills, spoke in support of the pathway.
Elle Russell-Happ, Los Altos Hills, asked the Council to please put in the pathway
on Miranda Road.
Norman Happ,Los Altos Hills, spoke in support of the pathway.

Eileen Gibbons, Los Altos Hills, said that the pathway element encourages the
separation of the path from the roadway as much as possible.
Leslie. Stuwe, Los Altos Hills, was not in support of the pathway and expressed
concerns about the loss of vegetation and landscaping.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Radford moved to adopt.
Resolution 10-16 awarding the contract to Redgwick Construction; approve
contingency fund of$30,000 and authorize the City Manager to execute contracts in
an amount not to exceed $30,000, and authorize the City Manager, where
appropriate, to consider replacement vegetation contingent with:what is acceptable
for normal replacement within the total cost. The motion was seconded by Vice
Mayor Waldeck.

6. PUBLIC HEARINGS
A. Conditional Use Permit Renewal for an Equestrian Facility and Consideration of
A Grading Policy Exception .For Restoration Of A Previously Graded Area On
The Site; Lands Of Even Stride, LLC; 13115 Maple Leaf Court; File#270-15-ZP-
SD-CUP; CEQA Review: Categorical Exemption per section 15304(c) (Staff: S.
Avila)
Mayor Harpootlian asked the City Attorney to explain the process of ex parte
disclosures. City Attorney Steve Mattas stated that the purpose of the ex parte
disclosures is so that the Council and the public are aware of contacts that the
Councilmembers have on items that are coming before them with individual parties.
It includes applicants and other interested parties. He also clarified that any emails
sent to Councilmembers that involve an item under consideration is a public record.
Ex Parte Disclosure: Councilmember Waldeck stated that about three years ago,
he spoke with Mr. and Mrs. Solomon concerning this particular property.

MOTION MADE AND SECONDED: Vice Mayor Waldeck moved to approve a
Conditional Use Permit Renewal to operate an equestrian facility and approve a
grading policy exception for restoration of a previously graded area on the site,
subject to the Findings in Attachments 1 and 2 and the Conditions of Approval. The
motion was seconded by Councilmember Corrigan.

Dispensaries, Medical Marijuana or Cannabis Cultivation, Including Personal
Cultivation, and all Commercial Medical Marijuana or Cannabis Operations
Within the Town Limits (Staff: S. Avila)
Mayor Harpootlian opened the Public Hearing for Agenda Items 6.B and 6.C.

Consultant Planner Steve Padovan presented the staff report.

reading and introduce the proposed ordinance amending sections 10-1.202, 10-
1.701 and 10-1.801 and adding sections 10-1.706 and 10-1.804 to the Los Altos
Hills Municipal Code. The motion was seconded by Councilmember Corrigan.

C. Consideration of an Interim Urgency Ordinance of the City Council of the Town
of Los Altos Hills`Amending Sections 10-1.202, 10-1.701 and 10-1.801 and
adding Sections 10-1.706 and 10-1.804 to the Los Altos Hills Municipal Code
Prohibiting the Establishment of Medical Marijuana Dispensaries, Medical
Marijuana or Cannabis Cultivation, Including Personal Cultivation, and all
Commercial Medical Marijuana or Cannabis Operations Within the Town Limits
(Staff: S. Avila)
MOTION MADE AND SECONDED: Councilmember Radford moved to waive
reading and adopt urgency ordinance 561prohibiting medical marijuana cultivation
in the Town by amending sections 10-1.202, 10-1.701 and 10-1.801 and adding
sections 10-1.706 and 10-1.804 to the LAH Municipal Code in order to meet a
state-imposed March 1, 2016 deadline for Council action and preserve the public
peace, health, and safety within the Town. The motion was seconded by
Councilmember Spreen..

questions from the City Council.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to adopt
Resolution 11-16 Approving the Joint Powers Authority Agreement Establishing.
and Authorizing Participation in the Silicon Valley Clean Energy Authority
(SVEA), and Finding that the Project is Exempt from CEQA Guidelines; waive
reading and introduction of an Ordinance Authorizing the Implementation of a
Community Choice Aggregation Program; authorize the City Manager to Remit up
to $25,000 to the Silicon Valley Clean Energy Authority. The motion was seconded
by Councilmember.Radford.

Harpootlian spoke with Nancy Couperus,but not necessarily on the content of the
issue.

reading and introduce an ordinance amending Title 12, Chapter 1"Parks Preserves
and Public areas," section 12-1.01 "Acts Prohibited" to include a prohibition-on
riding bicycles in Byrne Preserve. The motion wasseconded by Councilmember
Spreen.

C. Report from the Council Liaison to the VTA Policy Advisory_Committee
Mayor.Harpootlian stated it is expected on February 4, 2016, the VTA will have a
meeting addressing whether or not to allocate $250,000 to restripe Page Mill Road
near Interstate 280.
MOTION MADE AND SECONDED: Councilmember Radford moved to extend the meeting
to 11:00 p.m. The motion was seconded by Councilmember Spreen.

approve the Initial Study an adopt the Mitigated Negative Declaration for
stabilization and restoration of Matadero Creek to reduce erosion and undercutting
of the creek channel.The motion was seconded by Councilmember Corrigan.

Eileen Gibbons, Los Altos Hills, stated that it is very annoying to have the
meetings moving around.
Jim Abraham, Los Altos Hills, stated that it is important that the Council are all in
attendance because the empty chair is a"no" vote.
The regular City Council meeting of February 18, 2016 was confirmed.. No action
was taken.
C. Nomination of a Councilmember for an Opening on the Los Altos Hills County
Fire District Board (Vice Mayor Waldeck)
Councilmember Waldeck introduced the item.
Councilmember Spreen said he was interested in the position.
Council discussion ensued.
Duffy Price, Los Altos Hills, informed the Council of the history of appointments
to the fire district.
MOTION MADE AND SECONDED: Vice Mayor Waldeck moved to nominate
Councilmember Spreen to be considered for the position on the Los Altos Hills
County Fire District and authorize the Mayor to send a letter to Supervisor
Simitian informing him of the Council's motion. The motion was seconded by
Councilmember Radford.
Motion Carried: 4-0-1:
