A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS ADOPTING THE RECLASSIFICATION OF FINANCE
MANAGER TO SENIOR ACCOUNTANT/FINANCE MANAGER SERIES AND
AMENDING THE EMPLOYEE CLASSIFICATION AND COMPENSATION PLAN
WHEREAS,the Town's Finance Manager job class specification was last reviewed in 2010; and
WHEREAS, the Town needs a highly technical candidate to fill the vacant Finance Manager
position; and
WHEREAS the Senior Accountant position will expand the candidate pool to individuals with
limited or no experience in municipalities; and
• WHEREAS, the Senior Accountant will be trained on budget and strategic planning and may be
promoted to the Finance Manager position when ready; and
WHEREAS, the Town's Rules and Regulations and Employee Classification and Compensation
Plan must be updated to reflect changes in compensation and payroll practices; and
NOW THEREFORE, by the City Council of the Town of Los Altos Hills that the description of
the typical duties and responsibility, training, experience and other qualifications required for
said position, more particularly set forth in Attachment 1, attached, is made a part hereof, and are
hereby approved and adopted.
BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills hereby
approve the Compensation Plan as set forth in Attachment 2.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a special meeting held on the 22nd day of March, 2018 by the following vote:

Job Class Specifications
SENIOR ACCOUNTANT/FINANCE MANAGER
Reports To: Administrative Services Director FLSA: Exempt
Supervises: Non-supervisory
I. DESCRIPTION
The position is a promotional series and is responsible for the following:
• Manage, direct, coordinate, and perform the Town's general accounting and payroll
functions;
• Provide internal accounting and budgetary controls;
• Coordinate annual audits and preparation of the Comprehensive Annual Financial Report
(CAFR);
• Provide highly technical and analytical staff assistance to senior management.
• Provides effective administrative, financial and clerical support activities such as
processing financial transactions;
• Perform data input as related to budget and accounting entries; performs related duties as
required.
IL EXAMPLES OF DUTIES
Senior Accountant
Depending upon assignment, duties may include, but are not limited to, the following:
• Perform all accounting duties as required to maintain all Town financial records
including preparation and processing of accounts payable, accounts receivable, and
payroll.
• Establish and maintain journals, ledgers and supporting financial records; ensure timely
maintenance of the General Ledger and the recording of all revenue, encumbrances and
disbursements.
• Develop and administer accounting and budget control systems as necessary to comply
with accounting procedures, laws, ordinance and other regulations.
• Assist in the development of and implement policies, and procedures relating to
accounting, auditing, budgeting and payroll activities.
• Assist in the review, develop and modify accounting methods and internal auditing

controls to improve effectiveness of existing procedures, and to ensure conformance
with existing policies.
• Act as primary liaison for audits; prepare and provide supporting documentation;
ensure that audit is scheduled and completed in a timely manner.
• Assist in coordinating and monitoring the Town budget including controlling revenues
and expenditures, monitoring capital project compliance with budget and contracts;
prepare reports and analysis as needed.
• Provide historical and current analytical and statistical data necessary in the preparation
of the Town's annual budget.
• Prepare employee payroll using automated data processing; perform entry and
bookkeeping activities associated with payroll; file benefits reports and remit benefits
payments.
• Conduct research in files and records to trace sources and resolve discrepancies using
independent judgment, communicate findings to public, employees, and vendors as
needed. Develops,maintains and improves filing and record systems.
• Other special projects and administrative, technical, and clerical duties as assigned.
Finance Manner
In addition to duties listed above for Senior Accountant:
• Recommend goals and objectives relating to accounting, auditing, budgeting and
payroll activities.
• Review, develop and modify accounting methods and internal auditing controls to
improve effectiveness of existing procedures, and to ensure conformance with existing
policies.
• Provide professional, technical accounting and budget advice to senior management;
coordinate activities with other departments; assist in special projects as assigned.
• Manage Town contracts including land leases, franchise agreements, and various Town
Hall service contracts.
• Serves as assistant to the department head concerning personnel-related issues and
responsibilities; coordinates recruitment efforts; processes personnel transactions;
assists with workers' compensation cases.
• Other special projects and administrative, technical, and clerical duties as assigned.

• Assist in labor relation, employment benefit management, and risk management, as
assigned.
• Serve as the Acting Administrative Services Director in the director's absence.
III. QUALIFICATIONS—SENIIOR ACCOUNTANT
Ability to:
• Analyze and interpret financial and accounting records; examine, prepare and verify
financial statements, reports and documents.
• Prepare complex financial statements, reports and analyses.
• Develop and implement modified and new accounting procedures and systems.
• Establish and maintain cooperative working relationships with those contacted in the
course performing assigned duties.
• Interpret and apply rules and regulations regarding accounting and auditing practices.
• Ability to communicate effectively and tactfully,both verbally and in writing.
• Ability to assimilate and understand information in a manner consistent with essential
job functions.
• Ability to make sound decisions in a manner consistent with the Town's past practice
and essential job functions.
Knowledge of:
• Principles, methods and practices of municipal finance, budgeting, accounting and
fiscal operations and record keeping.
• General and municipal accounting and auditing principles and practices; Government
Accounting Standards Board(GASB) technical guidelines.
• Organization, procedures, and operating details of the Town.
• Financial management systems and office production software and equipment.
• Familiarity with basic filing systems; ability to arrange/compile source documents
alphabetically, numerically, chronologically.
Education
Bachelor's degree from an accredited college or university; major coursework in accounting or
related field preferred.
Experience
Three (3) years of increasingly responsible government accounting or auditing.
Licenses and certifications
Must possess and maintain a valid California class C driver's license and have a satisfactory
driving record.

Physical demands
Must possess mobility to work in a standard office setting and use standard office equipment, including
a computer; vision to read printed materials and a computer screen; and hearing and speech to
communicate in person, before groups and over the telephone. This is primarily a sedentary office
classification although standing in work areas and walking between work areas may be required. Finger
dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or
calculator and to operate standard office equipment. Positions in this classification occasionally bend,
stoop, kneel,reach,push and pull drawers open and closed to retrieve and file information. Positions in
this classification occasionally lift and carry reports and records that typically weigh less than 20
pounds.
IV. QUALIFICATIONS—FINANCE MANAGER
Ability to: In addition to those identified in Section III
• Prepare staff reports and presentation to the Finance&Investment Committee and the
City Council.
• Create finance models for forecasting and data analysis.
• Present complex accounting and finance ideas to the Finance & Investment Committee
and the City Council.
• Implement industry best practices in accounting, finance, budget, purchasing, and other
functions.
Knowledge of: In addition to those identified in Section III
• Principles of financial administration, including budgeting and reporting.
• Applicable laws, regulations, public finance and fiscal operations.
• Labor relations and basic employment functions.
Education
Bachelor's degree from an accredited college or university; major coursework in accounting or
related field preferred.
Experience
Five(5) years of increasingly responsible government accounting or auditing experience with
at least two (2) years of supervisory experience.
Licenses and certifications
Must possess and maintain a valid California class C driver's license and have a satisfactory
driving record.
