With 2 civil engineering master degrees, I would like to add some comments and
pictures(see figures) based on my knowledge:
All regulations have planning, engineering & safety purposes behind them. Each code
is usually interrelated with others. To protect general public; the City council and
Planning Commission can even apply stricter standards to the current Code.
Many properties in LAH are near or on the fault zone or on sloped lots. Earthquake
and strong wind gust can attack any minute. Our current Code is well designed, it
does protect Town's residents. If any structure collapses, the failed part should ever
be allowed to fall over the property line. It may cause damage to the nearby electric
power line or fall onto adjacent public roads. It also may damage neighbors'
properties, cause resident's injuries and even death. (note: power line can be along
front, side and rear property lines/easements). The proposed code does not have
these protection. (Please see Fig.1-4)
Lot size and lot shape will decide how tall and where the structure can be located.
According to the current Code, for a standard one-acre lot, up to 47' maximum mask
height may be allowed (large lots will get different numbers), and it must be located
close to the center ares of the lot. This is a good design to protect neighbors.
Unfortunately, the amended code unsafely allows 75' antenna(or higher) to be placed
in any lot regardless of its size and shape of the lot, and antenna elements and
bracing can even be extended into setback area.(Please see Fig.1-2)
The Proposed code also changed the way of calculating antenna height. For flat lot,
there's not much difference from current Code. However, for antenna on sloped lot,
maximum height can be unsafely increased 10' or more (Please see Fig.5 & 6). The
Subcommittee only focused on how to maximize the antenna height but not consider
the importance of safety for neighbors and general public.
Again, the current Code should stay unchanged.
