I'm a friend of the Oldbergs and have been to their house on social occasions and
have observed their view. I also have a wonderful scenic view.
I believe the Town should apply the existing ordinances and guidelines which
exist to protect views: View Preservation Ordinance, Site Development
Ordinance, and the Fast Track Guidelines for New Residences. Otherwise,why
does the Town have these ordinances and guidelines?

We hope you will visit our property in preparation for the agenda item on the Chans'
proposed construction at 27150 Julietta Lane. We enclosed photos with our letter,
yet they don't show the full story.
We're disappointed that neither the Chans nor their architect came up to our property
to view how a new residence could obstruct our view before the story poles were
erected; the height and breadth of the proposed new home will obstruct a significant
part of our view and will be an eyesore from our property. After the last Fast Track
meeting we reached out to the Chans to meet and see if we could come to a
compromise before the Planning Commission meeting. We met with Chi-Foon. After
a few days I emailed him to ask if he thought any modifications would be made
before the Planning Commission meeting, and he responded that they had been
traveling and there was no time to make changes. In contrast, the email referenced
below indicates that the Chans worked successfully with the Yangs about their view:
"We live directly across the street and the owners and architect have been very
considerate to design the height and breadth of the new home and the
landscaping that we may continue to enjoy our views."

Tonight we had friends over to watch the fireworks, and if the construction goes as
planned, we will no longer see 5 different displays across the Bay. There may be
more that we missed because the shrubs on our adjacent property have not been
pruned to the level we have agree upon. We also need to prune our Oak Tree for our
view, and a couple of weeks ago I sent Chi-Foon an email to schedule his tree
person to prune the shrubs on the Chans' property and also prune our Oak tree.
Sitting on our patio this evening, I once again observed that our view is much more
attractive as the Bay widens to the north —the south Bay view is much less
interesting. We will miss a large portion of the north Bay with the proposed plans.

My name is Jay A. Shideler,who lives at 27994 Via Ventana Way, Los Altos Hills, CA. I was the general
contractor of our home and have had extensive interaction with the Planning Commission during the late
90's in building our home. Because of this,the Oldbergs asked me to come over to their home, view the
situation of their neighbor, the Chans, and offer an opinion of the obstruction of their view. After spending
some time studying their view and reading several documents relating to the obstruction of the Oldberg's
view, I have some concerns. These are my concerns and do not necessarily reflect that of the Oldberg's.
They are as follows:
1. The most disturbing aspect of the proposed new residence of the Chans is the fact that they are
allowed to utilize the excess development square footage that exceeds the maximum allowable
limit(grandfathered in by earlier approval by the Town of Los Altos Hills). But, in doing so, the
Chans are being allowed to obstruct the Oldberg's view with this excessive square footage. In
my opinion,the Chans should not be allowed to obstruct ANY view of the Oldbergs with this extra
footage.
2. Certainly more than 10% of the Oldberg's view is obstructed, especially as viewed from their
livingroom. Also, concerning is the blockage of a significant portion of their view due directly
north. The Land of Chans has planted tall bushes that are currently substantially blocking their
view. The existing story poles are almost obscured by these bushes. These bushes are in
violation of the ordinance for existing views and certainly,the story poles indicating the roof ridge
line would block their views once these bushes are trimmed back.
3. It is not made clear by the story poles where the 42"roof glass railings would extend. This is
important because glass has a significant index of refraction, different than that of air, which
would render this glass railing very noticeable. Moreover, since the sun traces out a trajectory
extending on the south side of Oldberg's house,there could be times when the sun could reflect
off this glass, shinning directly into the window's of the Oldberg,s rooms, either at sunrise or
sunset. I want to encourage the Planning Commission to be certain that it is the very top of the
story poles that represents the very top of these glass railings, not simply the roof line. Moreover,
it is best that the glass railing not be visible from the Oldberg's home for the reasons given above.
4. Since the solar panels will be facing south at a slant toward the Oldbergs, it is also very important
that the story poles represent the very top of these panels as they are positioned on the roofs of
the Chan's home. It may be best to move some of these panels to other portions of the roofs to
prevent these panels from being obtrusive.

We are writing on behalf of Dr. Chi-Foon Chan and his wife Rebecca Sen Chan in regard to their
proposed house remodel at 27150 Julietta Lane in Los Altos Hills. We have known the Chans for some
thirty five years. We recently visited their home and reviewed the plans for their project.
We understand that one neighbor has objected to their proposed changes, supposedly based on the
possibility that the modifications to their home would negatively impact the views from that neighbor's
home. However, after a careful study of the plans and the current state of the property,we conclude that
the neighbor's concerns are unfounded.
The proposed remodel would better orient the home and the recreational facilities, a tennis court and
swimming pool,to make them more consistent with current regulations, as the home as it now exists
represents construction done before some of the current Los Altos Hills regulations were enacted. While
the proposed reorientation would move some of the roof structure, the impact on views from other
properties should be minimal considering the number and size of trees that impact any such views. The
Chans have assured us that to the extent possible,they removed or trimmed trees on their property to
provide the greatest possible vistas for their neighbor. At least one of the trees blocking such views is a
type of oak subject to protection, so could not be removed.
The Chans are planning to use R. J. Dailey of Los Altos as their main contractor. We used the Dailey firm
for construction of our home in Los Altos Hills,which was completed twelve years ago. We found the
Dailey firm to be very aware of the potential disturbance to neighbors from a construction project, and
found them as being extremely careful in all of their activity to avoid causing any problems for our
neighbors.
We believe that the project as proposed by the Chans represents remarkable consideration for their
neighbors, and recommend a speedy approval. When completed,their home should help increase the
value of all properties in their vicinity

I am a Los Altos Hills homeowner and reside at 26040 Newbridge Drive. I am writing this letter to
address the Chan project for a proposed new home at 27150 Julietta Lane. I am very impressed
with the design of the Chan home. The 2'-in-12' pitched roof has allowed them to maintain an
average height of three feet below the maximum allowable height. I firmly believe that partial
blockage of the neighbor's view should not be a criteria for the planning commission to turn down
this project. The Chan's not only are far below the regulated height, but voluntarily made additional
concessions to the neighbor's benefit even though their original design conformed to the town's
regulations. I believe our town's regulations for home designs are both conservative and fair, and
urge the town to honor its rules and criteria for design.
I support the Chan's project as designed.

In 2006, my husband and I tore down an existing home on Julietta Lane and built
a much larger new home on the property. We worked closely with the city to
ensure we were complying with the Site Development Ordinance and the View
Preservation Ordinance. We also met with neighbors on all sides of our property
who would be impacted by the construction to review our plans with them, and to
address any concerns they might have. We were able to build a home of approx
7,000 square feet without comprising the views of any of our neighbors.
While our view will not be impacted by the Chan's proposed new residence, we
are concerned that they may be allowed to build a structure that significantly
impedes on the views of another Julietta Lane resident. The Chan's current plans,
which includes obstructing their neighbor's bay, mountain and valley views,
seems to disregard the ordinances and CC&Rs that have been in place for a
number of years.
Approving the Chan's plan as is would set a dangerous precedent for our
neighborhood. There are many homes on Julietta Lane that were built in the
1970s and 1980s. They are now prime candidates for extensive remodeling or
tear down. The beautiful views we all now enjoy(along with the associated
property values) -which we have believed would be preserved due to existing
ordinances-would be in jeopardy if exceptions such as the Chan's proposed new
home are made.

Dear Planning Commission:
Since we will be out of town during the July 7 hearing, we are writing
in support of the Oldberg's request to disapprove the new home
plan proposed for the Chan's property at 27150 Julietta Lane. We
have been to the Oldberg house many times and have always
admired their view and seen the pride they take in having such a
view. Even if there were no CC&R limitations, it would be reasonable
to alter the Chan's plans to protect the Oldberg's view. With the
CC&R's, which certainly were a known constraint to the Chans, it
should be a "no brainer" to require the applicant to make the
changes requested by the Oldbergs. We have always thought of the
Planning Commission of our town as responsive to reasonable
requests from affected neighbors on new development projects.
Let us hope that applies in this case and that a workable
compromise can be achieved.

Dear Los Altos Hills Planning Commissioners:
It has come to my attention that my neighbors,the Chan's,living at 27150 Julietta Lane,have
designed a beautiful new home on their lot off Altamont. It is also my understanding that the
home conforms to all Los Altos Hills regulations including limitations on height. It is my
understanding the home was designed with a minimal 2in12 roof pitch that allows the Chan's to
achieve an average of three feet below maximum allowable height regulations. In order to
achieve a lowered roof,the Chan's also lowered their interior plate height to nine feet.
I have been informed that a single neighbor is offended that the Chan's proposed house may
partially block their view. I firmly believe that residents should be able to rely upon the town's
regulations when designing their dream home. In this case the Chan's, solely in an effort to
accommodate a neighbor,not only lowered their roof height average by three feet below our
town's regulations,but made additional concessions to try to placate this neighbor's concerns.
I strongly urge that you accept the Chan's project as designed.

SUPPLEMENTAL NO. 14
I would like to comment on a planning commission issue that has just come to my attention. It
is my understanding that the Chan's are building a new home at 27150 Julietta Lane. From what
I understand,the Chan's new home complies 100%with Los Altos Hills' building regulations. It
is very important to residents like myself that the LAH maintains its stature as a fair place to
build and a great place to live by adhering to the clear set of rules already established by LAH
and practiced a large cadre of professionals.
With respect to property development,I believe LAH is doing a number of things exceptionally
well.LAN's Council and the staff have created a clear set of"safe haven"design parameters. It
has been my experience that following these building guidelines is an effective and efficient way
to balance the desires/rights of property owners and desire of residents to maintain the character
of the community.

The professionals(architects, civil engineers, soils engineers,landscape architects, etc.)
understand these building codes and guide the homeowner in the design process. LAH staff
critically and constructively review plans and guide the professionals and the home owner.
Stable rules,professional Town staff,and well informed professionals make the process clear.
As a point of comparison,my daughter and her husband are rebuilding their home in Palo Alto.
Strong local professionals have guided many aspects of the design to clearly comply with the
building codes,but unfortunately,they have experienced months of unexpected delays driven by
high staff turnover with the city and a preponderance of seemingly arbitrary staff comments that
take the professionals by surprise. •
I believe the Chan's have complied with LAH's clear building guidelines. They have also been
sensitive to their neighbors. For example,they have intentionally designed a home which has a
more subtle roofline and mass than allowed. In addition,they have designed a low-slope 2/12
pitched roof that averages approximately three feet below what town regulations allow as a
maximum height. The roof slope of 2/12 could have been increased significantly to create
greater volume and higher ceilings, yet in consideration of their neighbors,the Chan's designed a
lesser pitch to their roof.

When I discuss this topic with my associates,they acknowledge that LAH is a great place to
own/build a home. I would like to see the Town's impressive reputation continue to grow. I
encourage you to continue to set clear rules,maintain and build a strong Town staff,and enhance
the knowledge and confidence of the professionals supporting the design process.

To the planning commission:
I am a Los Altos Hills resident and I've visited the Oldberg property to see what concerns the Oldbergs.The
proposed addition to 27150 Juliet Lane will cause significant loss of view to the 227250 Juliet Lane residence.
It may be legal, but both parties have the same CCN&Rs which should have some weight of precedent.
Neighbors have agreed to protect each other's views.
I would ask the members of the planning commission to delay this decision,to go to 27250,and stand in the
living room and master bedroom and consider how they would feel if this obstruction of view happened to them.
The new construction causing the most obstruction is the increasing height of greater than 26 feet and a boxy
closet on the end of the construction.Can this be stepped down?
It is unfortunate that proposed projects are allowed to proceed through architectural plans before the neighbors
see the story poles.This creates a hardship for both parties and bad neighbor relationships.
I would hope you could find some compromise and help these parties remain good neighbors.Having the
telephone pole and line undergrounded would certainly help what will remain of the view. Thank you.

Dear Planning Commission,
I am concerned about the current growth of maximum square footage mansions and disregard for
neighboring properties.
I am very disturbed by the upcoming proposed property at 27150 Julietta Lane next to the Oldberg's
residence. I don't understand why the Oldbergs will lose their view of the bay by the obstruction of the
proposed house. I don't think the proposed house should be allowed to impose upon a home that has
been there for decades. I believe the Oldbergs have every right to maintain their bay views, as I believe
that all new proposed homes should not impose on homes that have existed here for many years prior.
I hope you will consider this in the review process for 27150 Julietta Lane.

On 4/14/05 I went to 27250 Julietta Lane,Los Altos Hills, California and
photographed the view from the house. I used a Roundshot Panoramic camera
with a 35mm lens. Each spot was photographed on both color and black and white
material.Documentary shots were taken with a Nikon F100 camera with a 28-

70mm lens set on 50 mm. Copy work was done with a 55mm macro lens.Terry
Oldberg appears in many of the panoramic shots holding the current day's
newspaper,an April 14 2005 San Francisco Chronicle. I photographed the view
from the North Steps (1), Central Steps (2), South Steps (3) and the South
Bedroom Window (4). (Numbers refer to markings on both the negative and slide
pages as well as the contact sheets)The camera lens was at approximately Mr.
Oldberg's eyelevel or lower at each location(North Steps(53"), Central Steps
(63"), South Steps (65") and the South Bedroom Window (65").
I,Kate Jordahl, am the photographer of the enclosed photographs and the author
of this report.I know the images to be made,processed and/or printed with no
manipulation. They are a true record of the view from the residence at 27250
Julietta Lane,Los Altos Hills, California.
