Supplemental No. 5 ITEM#3.2 Distributed 10/24/16 From: . Suzanne Avila To: Deborah Padovart Subject: . Fwd:Pathway Committee Meeting July 18,2016 Date: Friday,October 21,2016 10:24:52 PM Attachments: Voorhees to Miraloma July 9 2016,pdf ATT00001.htm pathway Committee Findina on Voorhees Miraloma.odf ATT00002.htm Begin forwarded message: From: "Bill Silver" <wrsilver@gmail.com> To: "Suzanne Avila" <savila@losaltoshills.ca.gov> Subject: Fwd: Pathway Committee Meeting July 18,2016 Suzanne, I am submitting this for your further transmittal to the Planning Commission for their consideration at the Public Hearing regarding Pathways on October 26, 2016. Unfortunately, I am unable to attend that meeting but wish to share my opinion with the Planning Commission and be on the record in case this goes to Council. To the Members of the Los Altos Hills Planning Commission: I am the owner and reside at 12580 Miraloma Way. I served on the Pathway Committee from 2005 to 2009 and have served on the Finance and Investment Committee since then. I am intimately familiar with this area of the town. Below is an email that I sent in July.for the consideration of the Pathway Committee at their hearing on this topic. In it, I clearly state that if the objective is to connect the neighborhoods along Summerhill to St Nicholas then there is a far better way to do that than connecting to the end of Voorhees. I attached and am attaching again the drawing of the route that I submitted to them. As you can see, Miraloma proceeds southwest from Summerhill, makes a 90 degree right turn and then proceeds northwest. On your Master Path Plan map, after it turns northwest it runs between 12595 and 12585 Miraloma and the paved section ends right at the southeast corner of 12581 Miraloma. The red line on my map begins there. At the point where my redline begins there is the remnant of an old road which runs straight to the back corner of St Nicholas School, along the eastern boundary of 12581 Miraloma. The home on that lot sits far above the boundary and their privacy would not be impacted by a path there. A path on that section would be very simple to create and I am told an informal one used to exist. It isalso beautiful through there. Once you reach St Nicholas,my red line turns left and goes directly to the public part of Voorhees. At no time does it impact the private part of Voorhees. It has minimal impact on Miraloma and Voorhees and goes straight to St Nicholas. It also has no impact on any homes off of Hilltop which is another flaw of the Plan proposed by the Pathway Committee. I have taken the liberty of attaching the page from your meeting materials with the Findings of the Pathway Committee containing the rationale for the Pathway Committee proposed connection between Miraloma and Voorhees. But the path proposed by the Committee does not connect Miraloma to St Nicholas, which is the essence of the rationale stated. It connects Miraloma to.Voorhees and Voorhees to Hilltop. To get to St Nicholas the kids need to walk right down the center of Voorhees. The Pathway Committee proposal is also very intrusive to 24500, 24555 and 24595 Voorhees literally going right through the front yards of 24500 and 24555. 24555 was just built a couple of years ago and no path was required. Where 24500 and 24555 sit was a single 3 acre parcel that the Planning Commission approved for subdivision approximately 4 years ago, collected a pathway in lieu fee and did not make any plans for a pathway. If a path was to go on that parcel, that was the time. To now plan for a path on two sides of that parcel, so recently subdivided strikes me as a real failure of the planning process. The proposed path also then proceeds down the west side of 24500 and then into an area that basically consists of a driveway off of Hilltop. 24500 has paths on two sides. Numerous homes on Hilltop also now have a path along their driveway. The path I suggest is far less intrusive and in fact does fulfill the rationale in the Pathway Committee fmding to connect Miraloma to St Nicholas. By the way,Hilltop already connects to St Nicholas via Barley Hill. Miraloma already connects to St Nicholas via the paths on Summerhill and El Monte. Frankly, none of this is needed but if any path is ever to be built I suggest the one I proposed to.the Committee in July as the best route. Respectfully submitted, Bill Silver . Forwarded message From: Bill Silver<wrsilver@.gmail.com> Date: Sat, Jul 9, 2016 at 1:41 PM Subject: Pathway Committee Meeting July 18, 2016 To: Deborah Padovan<dpadovan@losaltoshills.ca.gov> Please pass this message on to the Pathway Committee which is in response to the letter sent by Mayor Harpootlian of July 1, 2016 regarding some additions to the Master Path Plan. I will not be able to attend the meeting on July 18 nor to walk with the Committee on July 16. Having served on the Pathway Committee for six years and as the owner and resident of 12580 Miraloma Way, I am very familiar with the Voorhees,Barley Hill, St Nicholas,Miraloma area. Having been through many meetings and discussions on this area, the only reasonable way to connect Voorhees to Miraloma and serve St Nicholas is via the route shown in red on the attached Map.It extends from the public part of Voorhees (not the private part, which was a:major issue with the Voorhees residents) along the southern border of the St Nicholas property, into a beautiful grove of trees and then turns Southeast to connect directly to the end of Miraloma. This is by far the least intrusive and I think only reasonable off road route to connect these two streets, if indeed it is an objective to connect them. It is not clear that in fact even this is needed as anyone living in the Hilltop area can easily get to St Nicholas and El Monte now and those living along Summerhill can as well by simply going down Summerhill and turning left on El Monte where there is a wide sidewalk along the south side of El Monte extending between Summerhill and St Nicholas. So to be clear, I am not advocating a connection but if the Town deems it advisable to put:a connection into the Master Path Plan, I believe this is the best route. What is really needed is a high quality pathway all along Summerhill between Magdalena and El Monte! I know the Committee is working on that. Thank you for your consideration.
