Dear Members of the Los Altos Hills Planning Commission,
In anticipation of your October 26, 2016 public hearing to consider a General Plan
Amendment to Update the Master Path Plan Map to add roadside and off-road pathways in the
areas that have been annexed to the town since 2005, I am enclosing a letter dated May 18,
2016 from 128 residents of those areas.
The letter was first submitted to members of the Los Altos Hills City Council prior to their
May 23, 2016 joint meeting with your commission.The concerns and recommendations
outlined in the,letter remain relevant. We respectfully ask for your attention to and
consideration of them during your October 26, 2016 Master Path Plan public hearing. Thank

Dear Members of the City Council of Los Altos Hills,
We are residents of the six areas annexed to Los Altos Hills since the last Master Path Plan Map Update
in 2005.We appreciate the opportunity to participate in a general policy discussion on pathways, and
are writing here to convey our recommendation that off-road and roadside pathways not be required
within the annexed areas. Let our existing roads be our pathways.
We want to emphasize these points:
1) Our neighborhoods were developed and our homes were built long ago on largely hilly terrain
with no thought of or planning for pathways which, unlike pathways in the Town,were not
required by the County. We believe it will prove destructive to heritage landscape and trees,
intrusive to our privacy, and prohibitively expensive to retrofit our neighborhoods with off-road
or roadside pathways.We cherish our neighborhoods as they are and want to preserve their
unique character.
2) At no time during the annexation process were we informed or alerted to the requirements of
the pathways system. We cannot know whether awareness of pathways would have affected
the outcome of annexation, but we do know that learning many years later about pathways and
their direct impact on our individual homes and neighborhoods has been an unexpected and
unfortunate development.
3) Off-road and roadside pathways in our neighborhoods will introduce a new and serious security
risk. Break-ins and burglaries have dramatically increased in recent years throughout the Town.
The topography of the annexed areas will cause pathways to be built in close proximity to many
homes, creating inviting access routes for outsiders who enter these areas with sinister
objectives.
4) Pathways in any area of the Town are for the primary use and benefit of the residents in that
same neighborhood, particularly since those residents must pay to construct the pathway
segments on their properties. It is only fitting that the desires of the residents most affected
weigh heavily in the decision-making process.
The residents signing this letter listed below constitute a significant majority of property owners in the
six annexed areas. Our view is clear: we do not believe off-road or roadside pathways are necessary or
beneficial in our neighborhoods. Our existing roads have served our needs for non-vehicular passage
without incident or injury for decades, and we ask that the Council adopt a policy directive which allows
this to continue. Thank you for your attention and consideration to our concerns.
