Under current Los Altos Hills pathways policy,those 18 property owners would be required to construct their segment of the planned roadside path should they ever seek a building permit for a new home or to add 900 square feet or more to their existing residence. The 18 properties on West Loyola Drive are the parcels along which the proposed roadside path would run as recommended in The Trail People's feasibility and cost studies report.The Trail People estimates of the total cost to construct a Los Altos Hills typical roadside path on West Loyola Drive is$1.2M (rounded)for a three foot wide path and $1.5M (rounded)for a five foot wide path. The length of the roadside path along the entirety of West Loyola Drive from Eastbrook Avenue to Ravensbury Avenue would be about a mile. Netting out driveways,the actual roadside path segments would run along the 4,465 linear feet of West Loyola Drive frontage for the 18 properties. Dividing the high estimate of$1.5M by 4,445 produces an average pathway construction cost per linear foot of$336. Multiplying each of the 18 properties linear foot frontage by$336 per linear foot yields the considerable roadside pathway construction costs that each of the 18 property owners would have to bear under current LAH pathways policy.Those pathway construction costs facing the 18 owners, should they ever redevelop their property or remodel to add 900 or more square feet, ranges from a high of$268,800 for 10855 West Loyola Drive with its 800 LF frontage to a low of$28,560 for 10818 West Loyola Drive with its 85 LF frontage. Attached to this email is a spreadsheet showing the linear foot frontage and the estimated roadside pathway construction costs for each of the 18 parcels.To burden those 18 property owners with such future pathway construction costs is not reasonable nor is it fair. As you might know, there are 65 parcels in the 84 acre West Loyola Annexation Area. 63 of the parcels are privately owned and 2 are publicly owned by Cal Water.The 63 private owners are united in their opposition to the West Loyola Drive roadside path being proposed by the Los Altos Hills Pathways Committee for West Loyola. The construction of such a roadside path, a sidewalk essentially, taking place over many years as each of the 18 parcels come up for redevelopment or remodel,would transform our quiet, peaceful neighborhood to the extreme displeasure of us all. We urge you not to approve the proposed West Loyola Drive roadside path amendment to the Los Altos Hills Master Path Plan.
