The owners of those seven properties wish for their section of Ravensbury a designation of the planned path type ON ROAD,OVER PAVED ROAD. 100%of property owners in the West Loyola Annexation also recommend that ON ROAD,OVER PAVED ROAD pathway plan for Ravensbury Avenue running downhill and southwestward trending from its intersection with West Loyola Drive/Camino Hermosa to the entrance gate to Rancho San Antonio. When the 1981 Master Path Plan Map was first adopted,roadside pathways were planned for the north side of that section of Ravensbury Avenue as properties fronting the southern side of the road were unincorporated and under the jurisdiction of Santa Clara County.That 1981 roadside plan for roadside pathways on the north side of the road was continued when the Master Path Plan Map was updated in 2005.The green line down the center of that section of Ravensbury Avenue on the 2005 map reflects that planned north side,roadside path because it was the only side of the road under LAH incorporated jurisdiction. The proposed Master Path Plan Map update before you tonight,continues to show that section of Ravensbury Avenue with Master Path Plan Map's 2005 green line.However during the April 25,2016 Pathways Committee Public Hearing meeting to consider pathway routes through annexed areas,and as documented in the minutes from that meeting which is an attachment to the Staff Report for tonight,the"preferred"location of the roadside path along that section of Ravensbury was moved by the Pathways Committee to the south side of the road to run along the frontage of the seven Ravensbury properties picked up by Los Altos Hills in the 2007 West Loyola Annexation. That switch to the south side is not reflected in the Proposed Master Path Map before you tonight as the green line down the center of the road continues over from the 2005.And therein lies a significant problem with this proposed Master Path Plan Map before you for consideration and approval tonight. Although Goal 4 of the Pathways Element,Policy 4.1 a.states that the Master Path Plan Map shall include"A book of street maps of the Town showing the side of each street on which a roadside path is planned"this proposed Master Path Plan,assumed to be the definitive Pathways planning map,shows nothing about which side of the road is to be indicated for a roadside pathway. The owners of the seven West Loyola Annexation Area properties with frontage on the south side of that section of Ravensbury Avenue are not in favor of a roadside path to be planned for their properties.The terrain along that section Ravensbury is rugged and steep on the south side and sloping steeply downward on the north side.Further, all along the severely steep north side frontages,both on the hillsides and at their crests are dense stands of heritage oaks,soaring heritage redwood trees,as well as tall pines,cypress,and other trees.To construct a roadside path on this section of Ravensbury Avenue would be destructive to a priceless landscape and road ambiance which took over 50 to 100 years to develop. That section of Ravensbury Avenue has next to nil vehicular traffic.For over 40 years the road is sign posted NO PARKING.Daily walkers on the road feel comfortable and safe.For these reasons the current green line indicating a roadside path should be changed to a purple line indicating an ON ROAD,OVER PAVED ROAD planned path.
