HomeMy WebLinkAboutWilldan Financial Service (2)THIS ADDENDUM TO THE AGREEMENT FOR PROFESSIONAL SERVICES is made to the Agreement for Professional Services dated March 1, 2013 by and between the TOWN OF LOS ALTOS HILLS, hereinafter referred to as "TOWN", and WILLDAN FINANCIAL SERVICES, hereinafter referred to as "CONSULTANT", and shall increase the maximum compensation under the Agreement by $15,000, to add study of the following impact fees: park and recreation dedication; pathway in -lieu; and storm drainage fees that shall be compliant with the Mitigation Fee Act (AB 1600) and Quimby Act as listed in the amended scope of services (Exhibit A). BY: Chris Fisher, Vice President Project Scope - Impact Fee Studies Project tasks shall include, but are not necessarily limited to, the following. If the consultant feels that g additional tasks are warranted, they must be clearly identified in the consultant'sro osal. P P 1. Prepare written studies to develop reasonable and defensible development impact fees for Pathway in -lieu fee, Park and Recreation dedication fee, and Storm drain fee. Studies shall include exhibits, calculations and justification for the fees, revenue projections, recommendations on future increases, and shall be compliant with the Mitigation Fee Act(AB 1600 andQuimbyg ) Act. 2. Discuss and recommend appropriate methodology, to set Pathway in -lieu fee, Park and Recreation dedication fee, and Storm drain fee Recommend fees and establish level of service and capital cost required to serve new developments. 3. Conduct interviews with staff as needed to gain an understanding of the Town'sP ractices and operations, obtain and review available data for preparation of studies. 4. Report on other matters that come to your attention in the course of your evaluation that inY our professional opinion the Town should consider. 5. Review findings and proposed fee with Town staff, including up to two rounds of Town staff comments/changes. 6. Prepare presentation to City Council to facilitate their understanding of the Ian and its implications P to the Town. 7. Based upon information obtained from the Town or the Town Engineer, develop infrastructure needs lists for each impact fee type and exclude costs that would be needed, even if there was no new development in Town. Willdan will not perform engineering analysis to develop estimates, but will rely on master plan data or information from the Engineer. For Park and Recreation facilities we will rely on existing Town standards for these types of facilities, and facilities listsrovided by the Town. p 8. Review existing and future demographic data to evaluate impacts on infrastructure needs. 9. Develop calculation for infrastructure need cost for new development and recommend equivalent dwelling unit numbers for each land use type 10. Conduct fee survey of 5 similar nearby jurisdictions of fees comparable to the three categories included in this scope of services (Pathway in -lieu fee, Park and Recreation dedication fee, and Storm. drain fee). 11. Prepare a final report in accordance with the Mitigation Fee Act (AB 1600) and Quimby Act including sufficient information to support and justify the proposed fee. 12. Final report shall include but not limited to an executive summary, reference to data sources, assumptions, and explanation of methodology, findings, detailed analysis and recommendations for future increases. 13. Provide the Town with an electronic copy of the final comprehensive review, including related schedules and cost documentation in a format that can be edited and updated by Town staff to accommodate changes in the organization or changes in costs. 14. Prepare a final report and provide five bound copies, one unbound copy a and single PDF and g Word files of the plan that can be made available to Town staff. Any revisions developed shall also be made available to the Town on CD/ROM and/or electronically, providing the ability to add or delete and/or update information as needed. 15. Consult with Town staff should the need arise to defend the study as a result of audits or other challenges.
