(Williams), 8490 S Power Road, Suite 105-181, Gilbert, AZ 85297 was contacted by the City Manager for the Town of Los Altos Hills, CA. The Town is retaining Williams on an hourly basis as defined in the attached Schedule of Fees to provide aviation consultant services. The Town has requested that Williams review the FAA Initiative to Address Noise Concern of Santa Cruz/Santa Clara/San Mateo/San Francisco Counties. The FAA document was prepared at the request of Representatives Farr, Eshoo and Speier. The Representatives have asked communities to evaluate the FAA Initiative and provide comments before the end of January 2016. The Town may/will define future tasks and assign work to Williams when the need arises. Fees are defined in the accompanying Schedule of Fees. This Statement of Work is designed to assist the Town in evaluating aviation related issues related to the FAA's Initiative. Williams will provide a written analysis of: • FAA Initiative as it pertains to aircraft operations over and in the vicinity of the Town. • Analysis of current flight procedures as they relate to operations over and in the vicinity of the Town. • Analysis of FAA's proposed actions which will focus on flight procedures criteria and fly -ability of Performance Based Navigation (PBN) Procedures. o Altitude Adjustments o Track Adjustments o Waypoint Adjustments o Speed Adjustments o Holding Patterns • Analysis of FAA's air traffic control procedures. o Sequencing and Vector routes/points o Descent instructions o Class B airspace containment o Speed Brake use over land o Runway assignment/usage o Instrument flight procedures o Opposite Direction Operations (ODO) • Analysis of FAA Traffic Management 8490 South Power Road, Suite 105-181 + GiC6ert, AZ 85297+ Office (480)987-7823 • rFux (480)987-7824 o Equitability of Noise distribution (night operations) o Review of FAA operating procedures between facilities o Review of Nighttime Offloads/Routes • Operations o FAA to work with aircraft operations o Possible exclusion of non -aircraft stakeholders • Community Engagement o Use of existing roundtables o Establishment of new roundtables The FAA has identified Phase II as dealing with modification to flight procedures, airspace, operating procedures and community outreach. (Did not define whether or not the FAA will collaborate or merely brief communities on changes) Phase III of the FAA Initiative is the implementation of changes to flight procedures, airspace, operating procedures. Briefings will only be provided to the air traffic controller workforce and aircraft operators. (Communities should be represented to ensure that any proposed changes are briefed correctly). The Fee for this analysis is $3,575.00 (11 hours @ $325.00 per hour) payable to Williams Aviation Consultants, Inc. Analysis of Phase II and III actions by the FAA are not included in this Statement of Work. In the event that the Town has additional tasks they will be defined by the Town and a new Statement of work will be developed. Page 12 ZUiCCiamsAviation ConsuCtants, Inc. Schedule of Fees Effective January 1, 2016 through December 31, 2016 • Fees. As compensation for aviation consultant services provided under this agreement, 0 Williams Aviation Consultants, Inc. shall receive a fee of $325.00 per consultant hour, including travel time within the United States. Preparation for trail testimony, depositions, preparation for oral and or written reports or appearance before government or decision making bodies are billed at $475.00 per hour and have an 8 hour minimum. Travel and consultant hours outside of the United States are billed at $375.00 per hour. • Retainer. Williams requires a minimum retainer of (WAIVED) which will be credited to the outstanding balance of the final invoice. In the event the Client prefers a monthly retainer to an hourly fee, one month's advance will be required as a retainer and will be credited to the outstanding balance of the final invoice. • Expenses. Client shall reimburse actual expenses, both reasonable and customary incurred in connection with the services performed under this Agreement. Williams will bill for transportation, airfare, lodging, parking, rental cars, meals, etc. with receipts. For expenses incurred outside the United States, Williams will bill the standard per diem rate for the area or actual expenses with receipts. If compatible with the Client's time constraints and advance purchase of airline tickets is possible, Williams agrees to use "Coach" fares when traveling within the US for flights under 4 hours duration. Client shall not be responsible for reimbursement of any unused ticket except where travel is cancelled by the Client or if Williams' consultants are not able to travel for reasons beyond their control. Travel time is measured from portal to portal and will be billed at the consultant's hourly rate including advance check-in, connections and delays. Billing and Terms of Payment: • Billed monthly and payable net 30 days from date of invoice. • Accounts over 30 days past due shall accrue interest at a rate of 12% per annum compounded daily. • Payment shall be made to Williams Aviation Consultants, Inc.
