Proposal for the Town of Los Altos Hills
To Develop a 3 -year Information Technology (IT) Strategic
Plan to Support the Goals of the Town Administration
The Town of Los Altos Hills is seeking the services of a professional consultant to assist with the discovery,
design, development, and delivery of a 3 -year IT strategic plan. This Involves the following components:
■ Understand the vision, needs, capacity, capabilities, and budget of the Town of Los Altos Hills
and how technology and relevant supporting best practices can be applied to deliver
outstanding community results.
■ Based on the above understanding, create and deliver a high-quality, realistic, and actionable 3 -
year IT strategic plan document and presentation to town leadership.

1) PROJECT SCOPE
Under the direction of the Town Manager of Los Altos Hills, Jonathan Reichental, PhD and associates will
perform the following duties:
■ Interview town manager, department directors, town council, IT support, and community
members.
■ Review existing documentation including the town strategy, and current and future anticipated
issues and challenges.
■ Review and evaluate current IT solutions and services.
■ Evaluate current capabilities.
■ Identify gaps.
■ Determine potential solutions to explore.
■ Draft an interim findings report.
■ Deliver a 3 -year IT strategic plan to the town manager.
■ Present plan to town manager and colleagues.
■ Present plan to town council at public meeting.
2) CONSULTANT QUALIFICATIONS
Dr. Jonathan Reichental is a multiple award-winning technology leader whose 30 -year career has
spanned both the private and public sectors. In 2017, named a top 100 chief information officer (CIO) in
the world and in 2016 was named one of the top 20 most Influential CIOs In the United States. He is a
recognized global thought leader on several emerging trends including the fourth industrial revolution,
urban innovation, the future of cities, and blockchain technology. In 2013 he was recognized as one of
the 25 doers, dreamers, and drivers in government in America. His innovative work in government has
also been recognized by the White House. Dr. Reichental's key relevant experiences include:
■ Chief Information Officer at the city of Palo Alto, CA (Silicon Valley). Led and managed strategic
and day to day technology operations of the city. Drove forward -thinking and innovative
technology initiatives and a smart city agenda within the city, and as a model for change for
cities worldwide. Demonstrated practical leadership in the use of IoT, open data, civic
engagement, sensors, and experimentation and thought leadership in urban innovation,
blockchain, autonomous vehicles, aerial and ground drones to improve quality of life.
■ Director of IT Innovations at PricewaterhouseCoopers. Primary architect of the PwC future of IT
strategy, resulting in driving change in key areas as collaboration capability and innovation
focus. Designed and deployed a systematic approach to technology Innovation management
across the IT organization and into the lines of service and business units.
■ Global thought leadership. Author of "Smart Cities for Dummies" book. Professor and lecturer
on innovation at University of California Berkeley, University of San Francisco, Pepperdine
University, and Menlo College.
3) PROPOSED WORKPLAN PHASES
Jonathan Reichental, PhD and associates will perform the following work to meet project objectives. The
work will be done in three phases that include: the discovery phase, the design phase, and the delivery
phases.
a) Discovery Phase
Interview, research, analyze, and document the town vision, needs, capacity, capabilities, and budget.
■ Interview town manager, department directors, town council, IT support, and community
members. Up to 10 sessions of 1 -2 -hours each.
■ Review existing documentation including the town strategy, and current and future anticipated
issues and challenges.
■ Review and evaluate current IT solutions and services.
11 OUTPUT: Document all findings
b) Design Phase
Develop an IT strategic plan and presentation based on discovery phase.
■ Evaluation of current capabilities.
■ Identification of gaps.
■ Determination of potential solutions to explore,
0 Draft interim finding report,
■ Meetings with town leadership, up to 4 sessions of 1 -hour each.
■ OUTPUT: Interim presentation to town manager and colleagues for discussion and
modifications.
c) Delivery Phase
Delivery of a 3 -year IT strategic plan document. In addition, make a presentation to the Town council.
■ Deliver a 3 -year IT strategic plan to the town manager.
■ Presentation to town manager and colleagues in a 1--2-hour presentation and discussion.
■ Presentation to town council at public meeting.
■ OUTPUT: 3 -year IT strategic plan and two presentations up to 2 -hours each.
4) PROJECT TIMELINE*
• Discovery Phase April 18 — May 25
* Design Phase May 26—July 1
a Delivery Phase July 4—July 22
* Assumes that proposal is signed by April 1, 2022. If contract is not signed by April 1, consultant will
discuss revised dates with the town manager.
5) FEES AND EXPENSES
The fees for this project are $19,500 for all services reflected in this proposal, This includes the services
of the principal consultant, Jonathan Relchental, and his qualified associates.
Billing will occur and be due at the end of each phase as follows:
0 Discovery Phase: $5,000
• Design Phase: $5,000
Y Delivery Phase: $9,500 -
Consultant does not anticipate any expenses for travel and related since the Town Is local. Any expenses
that may be anticipated will require the approval of the Town Manager In advance.
This proposal is valid until April 1, 2022.
