HomeMy WebLinkAboutEdith Avenue Bridge60-05 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE TOWN OF LOS ALTOS HILLS, CITY OF LOS ALTOS AND THE SANTA CLARA VALLEY WATER DISTRICT FOR NOISE MITIGATION NORTH OF THE WEST EDITH AVENUE BRIDGE AS PART OF THE ADOBE CREEK REACH 5 RESTORATION PROJECT WHEREAS, the City Council of the Town of Los Altos Hills has read and considered that certain Agreement between the Town of Los Altos Hills, City of Los Altos, and Santa Clara Valley Water District to equally fund noise mitigation work as part of the Adobe Creels Reach 5 Restoration Project; NOW THERFORE, the City Council of the Town of Los Altos Hills does hereby authorize the City Manager on behalf of the Town to execute the Agreement between the Town of Los Altos Hills, City of Los Altos, and Santa Clara Valley Water District to equally fund noise mitigation work as part of the Adobe Creek Reach 5 Restoration Project for the 2006-2007 fiscal year. REGULARLY PASSED AND ADOPTED this 7th day of July, 2005. 1 By. /6' Mayor L:\engineering\COUNCIL ITEMS\2005\0705\Reso Edith Noise Mitigation Agreement 7-7-5.doc TOWN OF LOS ALTOS HILLS December 16, 2004 Staff Report to the City Council RE: AN AGREEMENT IN CONCEPT BETWEEN THE TOWN OF LOS ALTOS HILLS, CITY OF LOS ALTOS AND THE SANTA CLARA VALLEY WATER DISTRICT FOR NOISE MITIGATION NORTH OF THE WEST EDITH AVENUE BRIDGE AS PART OF THE ADOBE CREEK REACH 5 RESTORATION PROJECT FROM: Dave Ross, Acting Public Works Director/City Engine APPROVED: Maureen Cassingham, City Manager RECOMMENDATION: That the City Council: Approve in concept an agreement between the Town of Los Altos Hills, City of Los Altos, and Santa Clara Valley Water District to equally fund noise mitigation work as part of the Adobe Creek Reach 5 Restoration Project. BACKGROUND: The West Edith Avenue Bridge over Adobe Creels was replaced in 1985 and to accommodate the new bridge, the street was raised approximately 2 feet. The three project partners, the Town of Los Altos Hills, City of Los Altos and Santa Clara Valley Water District (SCVWD) shared equally in the cost. Edith Avenue Bridge is within the Town of Los Altos Hills and is maintained by the Town. Now, as a condition for donation of necessary easements for -the Adobe Creek Reach 5 Restoration Project, the property owner north of the bridge at 400 Cypress Drive has requested noise mitigation. DISCUSSION: A noise study, prepared under the direction of the SCVWD, was presented to the Adobe Creek Collaborative Group on November 30, 2004 and a consensus between the Town, City and District was reached on noise mitigation. The mitigation includes construction of approximately 150 -lineal feet of wood soundwall adjacent to West Edith Avenue north of Adobe Creek, removal of the bumps in the asphalt pavement next to the Edith Avenue Bridge approaches, consideration of traffic control devices such as raised dots along the centerline, reduced lane widths and signing, all such improvements contingent on the Adobe Creek Reach 5 Restoration Project construction scheduled for year 2006. BUDGET IMPACT: The Town of Los Altos Hills' share will be approximately $6,000 to $10,000 from budget year 2005-06, depending on the result of Adobe Creek Reach 5 Restoration Project construction bid results in 2007.
