Williams, Planning Director RECOMMENDATION: That the City Council: Direct the Water District to work with Town staff to prepare temporary and permanent easements for installation of the water well at the Town Hall property. DISCUSSION The Purissima Hills Water District (PHWD) has been seeking a source of water to use in the event of an emergency water shortage, and has determined that a well on the Town Hall property may have the potential for delivering 300 gallons per minute of water, and has the added advantage of being in close proximity to an existing water main and to the District's water tanks on Ascension Drive. The City Manager and Planning Director have met with Water District staff and have determined that a location behind the Town's emergency generator and dumpster enclosure would work for the District with very minimal impact on Town Hall operations, at present or in the event of future expansion of Town Hall. The District has provided a letter request and plans (attached) for temporary and permanent utility easements behind the Town's equipment enclosure. The temporary easement would be for construction and initial testing purposes, while the permanent easement would provide for installation and continued access for maintenance purposes. The permanent easement would be 62 feet long by 15 feet wide. As shown on the plans, the equipment would include a small pad with piping and valves which extend only a couple of feet above ground level, and an electrical panel. The pump would be located below ground level and there would be no noise from the equipment. A chain link fence with redwood slats would be provided around the District equipment. There is an existing solid fence between the Town's equipment and the neighboring property, so there should be no impact on the neighbors. The District has requested both temporary and permanent easements because the testing process and equipment would be an expensive investment and they wish to be sure that, if the well is viable, an easement will be granted by the Town. If the well is determined not to be viable, then the permanent easement would not become effective. Council Action Staff requests that the Council provide direction regarding this item. If the concept is acceptable, then the District and the Town, at the District's expense, would proceed to prepare the necessary easement language and would return to Council at a future date for final approval. If the concept is not acceptable, the District will pursue other options. If additional information is needed, the item may be postponed to allow time for the District and/or Town staff to provide the requested information. As previously discussed, we are requesting permission to dig a well on Town property in a location near the generator. The drilling operation for a test well will take approximately two to three weeks and, if productive, a permanent production well may be drilled. As a necessary prerequisite, the District will require both a temporary and a permanent easement prior to test drilling. If the test well does not meet expectations, the permanent easement would be void. Geoconsultants, Inc., a firm specializing in the exploration and development of groundwater resources, has explored alternative well sites in an aquifer which runs along Foothill Expressway. Geoconsultants has used a method known as electrotelluric soundings to electronically model fifteen possible sites. The site near your generator shows a potential for 300 gallons per minute and is an excellent site due to the proximity of our tanks on Ascension Drive. The benefit of this location gives us the ability to pump directly into our tanks and allows us to either blend or treat the water before we serve our customers. While we have no plans to include this well in our normal operation, we anticipate supplying the community with emergency water during an extended outage.
