1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Present: Commissioner Couperus, Commissioner Mandle, Commissioner Partridge,
Commissioner Basiji, Chair Tankha
Absent: None
Staff: Planning Director Suzanne Avila, Senior Planner Marni Moseley, Consultant
Planner Steve Padovan, Administrative Technician Frances Reed,
Administrative Technician Veronica Flores
2. PRESENTATIONS FROM THE FLOOR
There were no presentations from the floor.
3. PUBLIC HEARINGS
Ex parte disclosures: Chair Tankha and Commissioner Mandle said they spoke with the
Applicants Doung and Pareigis.
3.1 LANDS OF INGHAM; 25531 FREMONT ROAD; File #4-17-ZP-SD; A request
for a Site Development Permit for a landscape screening plan for a previously
approved addition/remodel. CEQA review: Categorical Exemption per Section
15304 (b) (Staff: M. Moseley)
Senior Planner Marni Moseley presented the staff report.
The Commission asked questions of staff and received responses.
Applicant Erik Garfinkle spoke on behalf of his project.
Chair Tankha opened the PUBLIC HEARING.
Seeing no one wishing to speak, Chair Tankha closed the PUBLIC HEARING.

Commission discussion ensued.
Commissioner Mandle stated her support for the project.
Commissioner Basiji spoke in favor of the project and said the only further
requirement he would suggest would be to add more vertical planting to the front of
the house.
Commissioner Couperus stated his support for the project
Commissioner Partridge stated his support for the project.
Chair Tankha concurred with fellow commissioners.
MOTION MADE AND SECONDED: Commissioner Basiji moved to approve a
request for a Site Development Permit for a landscape screening plan for a
previously approved addition/remodel with the added condition that the applicants
work with their landscape architect and Town staff to add vertical planting to the
front of the house and mitigate the view of the fence. The motion was seconded by
Commissioner Partridge.
Motion Carried 5-0:

Partridge, Commissioner Basiji, Chair Tankha

3.2 LANDS OF DUONG; 24752 Olive Tree Lane; File #42-17-ZP-SD-GD-VAR; A
request for a variance to legalize a pool and deck encroachment into the required
side and rear yard setbacks and to exceed the maximum permitted Development
Area. CEQA review: Categorical Exemption per Section 15304 (a) and (d) (Staff:
M. Moseley)
Senior Planner Marni Moseley presented the staff report. She clarified that the
request did not exceed the maximum permitted development area as stated in the
project description.
The Commission asked questions of staff and received responses.

Michael Davis, D&Z Design Associates, spoke on behalf of the applicants and
their project.
The Commission asked questions of Mr. Davis and received responses.
Chair Tankha opened the PUBLIC HEARING.
Clete Kushida, Los Altos Hills, asked questions about the proposed grading and
received responses from staff.
Chair Tankha closed the PUBLIC HEARING.
Commission discussion ensued.
Commission Couperus stated that he was not opposed to the proposed variance
and believed that it was a variance that would have been granted if it would have
been proposed initially.
Commissioner Partridge concurred with Commissioner Couperus.
Commissioner Mandle stated she would not have previously approved the location
of the pool but she believed it would be in the best interest to approve the variance
and leave the pool in place rather than having it removed.
Commissioner Basiji concurred with Commissioner Couperus.
Chair Tankha said she agreed with fellow Commissioners.
MOTION MADE AND SECONDED: Commissioner Couperus moved to
approve a request for a variance to legalize a pool and deck encroachment into the
required side and rear yard setback. The motion was seconded by Chair Tankha.

3.3 LANDS OF HENG; 25383 LA RENA LANE; File #258-16-ZP-SD-GD; A
request for a Site Development Permit for a new 5,897 square foot two story
residence and a secondary dwelling unit (Maximum height 27’). CEQA review:
Categorical Exemption per Section 15303 (a) and (e) (Staff: M. Moseley)
Senior Planner Marni Moseley presented the staff report.
The Commission asked questions of staff and received responses.
Applicants Pareigis and Heng spoke on behalf of their project.
Chair Tankha opened the PUBLIC HEARING.
Carol Gottlieb, Environmental Design & Protection Committee, spoke in regard
to the project.
Chair Tankha closed the PUBLIC HEARING.
Commission discussion ensued.
The Commission discussed the appropriateness of the new house placement on the
site.
Commissioner Mandle questioned the placement of the pool on a slope over 30
percent.
Further, the Commission discussed the location of the pathway and supported the
granting of an easement and payment of an in-lieu fee.
MOTION MADE AND SECONDED: Commissioner Partridge moved to
approve the Site Development Permit for a new 5,897 square foot two story
residence and a secondary dwelling unit subject to the removal of condition 34 and
the addition of a pathway in-lieu fee in condition 33. The motion was seconded by
Commissioner Mandle.

10. ADJOURNMENT
The remainder of the April 6, 2017 regular meeting was adjourned to May 4, 2017 at the
hour of 7:00 p.m. in the City Council Chambers of the Town of Los Altos Hills. Due to
the power outage in the Council Chambers, said adjournment was by unanimous
consensus of the Planning Commission.
The meeting adjourned at 9:11 p.m.
