Review & Approval of Minutes of: March 28, 2022 BM moved to accept the minutes as sent. LB seconded. Passed unanimously (BE, JN, RP, BM, LB) (AB joined after the minutes were voted on) 4. Ex Parte Communications - BE conversation with staff about 9b historical maps. 5. Facilities Needs Assessment- Oscar Antillon. Town is looking for input from the community and committees about facilities needs. There are a few ways to give input. Sign up for Flash vote, join one or both of the virtual town hall meetings, and/or give individual input by clicking the link on the LAH website under community needs/join. 6. Project Updates (Bob Elson and/or Oscar Antillon) 1 a. CIP Projects approved by City Council i. Redwood Grove - Los Altos has some concerns and is seeking a second opinion on the need for an accessibility study ii. Altamont Plunge - Completed. iii. La Paloma to Robleda - The first section between the road and the other side of the first creek crossing has been completed. Target completion date in July. Probably no work this week. iv. Byrne Park Plunge… Completed Jan 2022 v. 27447 Edgerton Rd (Town extend path along property toward Wallace Stegner Path) - no update vi. Page Mill, Lupine to Via Feliz - Will build across the bottom easement and slope up to PageMill ROW for the second property. vii. Summerhill Rd - Town has 50% done on the design. Have RFP out to get this design completed. Construction is planned to begin in Jan 2023. Carol asked if there will be a meeting with the residents to share the design. Oscar said yes it will be made public. Carol feels it would be nice to notify the local residents when the design plans are available. b. Projects being Tracked i. Natoma Subdivision—PW update - none ii. Saddle Court—BE Update walked the path with Drew. Town is working toward abandoning the old easement. Post has been moved and the pathway has been mowed. BE feels it might need some minor grading. iii. Matadero Crk Blocked Pathway—BE Update. Oscar is waiting for the attorney's input if they can send code enforcement. Oscar can not find paperwork for the fencing/gate. Cindy Wenig, the homeowner, feels we are going backward two years. There is a tolling agreement in place and she has been at all of the PWC meetings since being informed 2 years ago. The gate has been there since 1999. Town required the plantings. The fence was installed in 2000 with town approval. BE told Cindy that Oscar is just getting facts. JN and BM agreed this was not the plan discussed at our last PWC meeting. c. ‘10’ Segments for FY 22/23 - no plans yet. Budget has been requested to work on these segments. i. Briones ii. La Paloma iii. Concepcion iv. Barley Hill Off-Road 2 7. Property Review (LB) a. 25811 Estacada Dr-LB: PWC Vote - LB moved and AB seconded. Need to restore the existing pathway. Indicate existing pathway on plans, construction fence set back to allow pedestrians on the pathway, No parking on the pathway, If driveway crosses the pathway, it should be roughed asphalt. AB mentioned pavers and grasscrete pavers are not good for horses. (RP, AB, BM, JN, LB, BE) approved unanimously. b. 25725 Altamont Rd-LB: PWC Vote - LB moved and BM seconded. Quality Control for GIS layers: Flow Diagram, Form access, Electronic Signature-BEupdate - not a priority right now in town. No progress but the town knows it needs to be completed. b. GIS Enhancements (Easement Layer prototype from Lynx Technologies)-BE - BE shared his screen to show the new sample easements that have been added to the GIS system. Easement documents appear as dots on the map. He will send out a link with instructions so that we can all test it out and see how it works. More easements will be added in 22-23 and 23-24. 9. New Business a. PWC Property Evaluation: Changing Times (BE)-PWC Vote. Bring back Saturday walks 3 days before the next meeting. No groups larger than 4 for walking. Rotate who writes up the recommendations. RP suggests providing a template. BE moves to approve this new plan. LB seconded. (RP, AB, BM, JN, LB, BE) approved unanimously. BE shared a flow chart to follow for pathway review. b. Historical Maps on Website - BE put up a map history link on the town pathway website page. There is a shoe icon on the right. BE scanned the maps and had them posted. Please review these maps and let BE know if you see any problems or if you have a better copy of the map. c. Working toward presenting a plan to CC to ‘finish’ the Pathway System i. Establish Subcommittee(s)? 1. Prioritize: top 20 paths, lowest 20 paths, suggest elimination of paths on MPP, suggested addition of paths on MPP. BE, AB, LB and RP(in September) volunteered for the subcommittee. 10. Presentations from the Floor 3 a. Carol Gottlieb - Easement was taken on Canada Way property for a pathway at the last Planning Commission meeting. b. Cindy Wenig volunteered to be on the Pathway system subcommittee. 11. Reports from Other Meetings - none 12. Pathway Promotion & Communications a. History Committee walk was great. b.
