A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AUTHORIZING AWARD OF A TWO-YEAR LANDSCAPE MAINTENANCE SERVICES
AGREEMENT TO FRANK AND GROSSMAN LANDSCAPE CONTRACTORS, INC. NOT
TO EXCEED $195,648.
WHEREAS, the contract between The Town of Los Altos Hills and the current landscaping
contractor is set to expire on June 30, 2025; and
WHEREAS, at the March 20, 2025 Council meeting, the City Council authorized staff to issue a
request for proposal (RFP) for a two-year Landscape Maintenance Services to include vegetation
management, irrigation, water management, landscaping, pest control without harmful chemicals, soils,
and fertilizers to maintain the landscaping at the Town Hall, Arastradero Path, Edith Park, Foothill
College and El Monte Pedestrian and Bike Path, Fremont Road Path, and Westwind Community Barn;
and
WHEREAS, on April 22, 2025, the Town received proposals from four landscaping maintenance
companies; and
WHEREAS, staff reviewed and rated the proposals based on the selection criteria specified in the RFP
and selected Frank and Grossman Landscape Contractors, Inc. based on their relevant experience,
expertise, qualifications, capability, and references; and
WHEREAS, staff is recommending Council to award a two-year agreement for the Landscape
Maintenance Services to Frank and Grossman Landscape Contractors, Inc. for a total amount not to
exceed $195,648 and
WHEREAS, before the end of the agreement term, staff would return to Council with a
recommendation to either extend the services one additional year or issue a new RPF to hire a new
vendor depending on the performance of Frank and Grossman Landscape Contractors, Inc.
NOW, THEREFORE, the City Council of the Town of Los Altos Hills does hereby authorize the
award of a two-year Landscape Maintenance Services agreement expiring in June 2027 to Frank and
Grossman Landscape Contractors, Inc. not to exceed
$195,648, and direct the City Manager to execute the agreement.
The above and foregoing resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 15th day of May 2025 by the following vote:
