RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO B AND D EXCAVATION
AND CONSTRUCTION FOR THE MATADERO CREEK RESTORATION AND BANK
STABILIZATION PROJECT NOT TO EXCEED $388,200 AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONSTRUCTION CONTRACT; APPROVING PROJECT
CONTINGENCY FUNDS OF $77,640 AND AUTHORIZING THE PUBLIC WORKS
DIRECTOR TO APPROVE POTENTIAL CONTRACT CHANGE ORDERS WITHIN THE
SAID FUNDS; AND APPROVING THE SECOND AMENDMENT TO THE CONSULTANT
SERVICES AGREEMENT WITH ENGEO FOR ADDITIONAL SERVICES RELATED TO
CONSTRUCTION MANAGEMENT AND POST -CONSTRUCTION MONITORING NOT TO
EXCEED $133,010
WHEREAS, on March 20, 2025, the City Council approved the Plans and Specifications for the
Matadero Creels Restoration and Bank Stabilization Project and authorize staff to advertise for formal
bids; and
WHEREAS, the Town received bids from five contractors on May 1, 2025, ranging from
$388,200 and $492,899. The lowest bid is $51,800 or 12% lower than the Engineer's Estimate of
$440,000; and
WHEREAS, staff recommend that the construction agreement for said project be awarded to the
lowest responsible bidder, B and D Excavation and Construction, in the amount of $388,200; and
WHEREAS, ENGEO submitted. a proposal for additional services for construction management of the
bank stabilization project and for the post -construction monitoring of the mitigation measures (10 -year
monitoring) for $133,010.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that;
1. A construction agreement for the Matadero Creels Restoration and Slope Stabilization
Project is awarded to B and D Excavation and Construction, the lowest responsible and
responsive bidder for $388,200, and the City Manager is hereby authorized to execute the
construction agreement; and
2. Project contingency funds of $77,640 is approved and the Public Works Director is
authorized to approve potential contract change orders within the said funds; and
3. The Second Amendment to the consultant services agreement with ENGEO for an amount
of $133,010 for additional services is approved, and the City Manager is hereby authorized
to execute necessary amendment with ENGEO.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on 15th day of May 2025 by the following vote:
