RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
RESOLUTION REJECTING NON-RESPONSIVE BIDS FROM SKYLINE LANDSCAPES,
JAHN PLUMBING, INC., AND RODAN BUILDERS, INC. FOR THE LOWER ARENA
IMPROVEMENTS AT WESTWIND COMMUNITY BARN PROJECT; AWARDING THE
PROJECT TO NEBO CONSTRUCTION, THE LOWEST RESPONSIBLE AND
RESPONSIVE BIDDER, IN THE AMOUNT OF $159,112 AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONSTRUCTION CONTRACT; AND APPROVING
PROJECT CONTINGENCY FUNDS OF $30,000 AND AUTHORIZING THE PUBLIC
WORKS DIRECTOR TO APPROVE POTENTIAL CONTRACT CHANGE ORDERS

WHEREAS, on May 15, 2025, the City Council approved the Plans and Specifications for the Lower
Arena Improvements at Westwind Community Barn and authorize staff to advertise the project for
formal bid; and
WHEREAS, the Town received bids from seven contractors on June 12, 2025, ranging from
$140,244 and $315,250; and
WHEREAS, bids received from Skyline Landscapes, Jahn Plumbing Inc., and Rodan Builders Inc.
were determined to be non-responsive due to incomplete bid proposals or not having the specified
Class B California Contractor License required for the project; and
WHEREAS, the lowest responsible and responsive bid is deemed to be from Nebo Construction for
$159,112, which is 28% lower than the Engineer's Estimate of $220,000; and
WHEREAS, staff recommend that the construction contract for the said project be awarded to the
lowest responsible and responsive bidder, Nebo Construction, in the amount of $159,112.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that:
1. Non-responsive bids from Skyline Landscapes, Jahn Plumbing, Inc., and Rodan Builders,
Inc. for the Lower Arena Improvements at Westwind Community Barn are rejected; and
2. The Lower Arena Improvements at Westwind Community Barn Project is awarded to Nebo
Construction, the lowest responsible and responsive bidder, in the amount of $159,112, and
the City Manager is hereby authorized to execute the construction contract; and
3. The project contingency funds of $30,000 is approved, and the Public Works Director is
authorized to approve potential contract change orders within the said funds.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 26th day of June 2025 by the following vote:
