HomeMy WebLinkAboutResolution 59-25 w Attachments 2 and 3RESOLUTION 59-25 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING AN AMENDMENT TO THE LOS ALTOS HILLS CLASSIFICATION PLAN AND SALARY SCHEDULE EFFECTIVE FISCAL YEAR 2025-26 TO ESTABLISH A NEW CLASSIFICATION TITLE AND SALARY RANGE FOR ENGINEERING TECHNICIAN AND APPROVING THE ENGINEERING TECHNICIAN JOB SPECIFICATION WHEREAS, the Personnel Rules and Regulations and Employee Classification and Compensation Plan documents were last comprehensively reviewed and updated in 2006 and revised in 2007, 2008, 2009, 2010, 2011,2012,2013,2014,2015,and 2016,2018,2021,2022,2023,2024;and WHEREAS, it is desirable to establish a new job description for the position of Engineering Technician; and WHEREAS, the California Public Employees Retirement System (CalPERS) reqmres that the governing board of each participating agency approve the agency's salary schedule on an annual basis; and WHEREAS, Staff recommends amending the Town of Los Altos Hills Classification Plan and Salary Schedule to establish a new classification title and salary range for the Engineering Technician and approving the Engineering Technician job specification. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1.Approve and adopt an amendment to the Los Altos Hills Classification Plan and Salary Schedule effective Fiscal Year 2025-26 to establish a new classification title and salary range for Engineering Technician, as set forth in Attachment 2 of corresponding staff report. 2.Approve the Engineering Technician job specification of the typical duties and responsibility, training, experience, and other qualifications required for said position, as set forth in Attachment 3 of corresponding staff report. Duties include research, drafting, construction inspection, site investigations, mapping, data entry, permit processing, and data management to assist with the day-to-day operations of the department. The position also assists engineers and Town staff in delivering public infrastructure projects and services. DISTINGUISHING CHARACTERISTICS This is an entry-level position in the paraprofessional engineering series. Incumbents are expected to apply basic knowledge of civil engineering principles and related technical skills while gaining practical experience. Assignments are performed under close supervision with increasing independence as proficiency is demonstrated. The classification is distinguished from higher-level paraprofessional and professional engineering staff by the narrower scope of responsibility and level of supervision required. EXAMPLES OF DUTIES (Duties may include, but are not limited to, the following) •Perform technical and paraprofessional engineering work related to land development review, encroachment permits, capital improvements, infrastructure design, environmental/regulatory compliance, and field inspection services•Assist in preparing designs, plans, and specifications for public works projects such asstreets, storm drains, sanitary sewer lines, and other projects, which may involve data collection and analysis, field surveys, performing related calculations, drafting, and cost estimates.•Perform limited project and construction management services for various projects.•Update and maintain Public Works design and construction standards.•Investigate and resolve work orders, field problems, and complaints from property owners, contractors, and utility providers; and recommend and implement corrective actions.•Review and process encroachment pennits; and provide customer service at the publiccounter, by phone, email, and virtual platforms.•Provide courteous and professional assistance at the public counter, by phone, email, and virtual platforms, and answer questions about building permits and the permit process.•Regularly update the Public Works website as directed.
