RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
APPROVING THE FIRST AMENDMENT FOR A SIX-MONTH TERM EXTENSION TO
THE GRANT AGREEMENT WITH LOS ALTOS HILLS COMMUNITY FIBER FOR THE
BROADBAND INFRASTRUCTURE PROJECT
WHEREAS, the Broadband Infrastructure Project was first approved by the City Council in the
FY2023-2027 Five -Year Capital Improvement Plan with $800,000 of American Rescue Plan Act
(ARPA) funding to expand broadband service to underserved areas in the Town to improve residents'
ability to work from home, improve access to the internet for education, and support public safety; and
WHEREAS, on May 15, 2024, the Technology Committee approved a motion recommending that the
budget for the Broadband Infrastructure Project be utilized to fund Los Altos Hills Community Fiber
(LAHCF) underground fiber projects at three priority sites in the Town; and
WHEREAS, on May 21, 2024, the Council concurred with the Technology Committee's
recommendation and authorized staff to negotiate an agreement with LAHCF to fund the installation of
underground fiber at priority sites, working with the Technology Committee; and
WHEREAS, on October 22, 2024, the Town Council approved an up to $725,000 grant agreement with
LAHCF to install underground broadband fiber infrastructure at three priority sites, with the terms and
provisions of the existing Master Access Agreement with LAHCF in full effect; and
WHEREAS, per the grant agreement, upon completion of the scope of work, LAHCF can receive up
to $725,000 of grant funding for design, engineering, permitting, and construction costs; and
WHEREAS, the remaining $75,000 of the $800,000 Broadband Infrastructure Project budget is
allocated for soft costs incurred by the Town to deliver the project, including administration, legal,
project management, and inspection costs/fees; and
WHEREAS, the ARPA funds for the Town have been reported to the U.S. Department of Treasury and
accounted for in General Fund; therefore, the funding source for the Broadband Infrastructure Project is
WHEREAS, the priority sites in the final scope of work in the agreement are along Fremont Road in
the area around Town Hall, along Stonebrook Drive/Prospect Avenue/La Loma Drive, and Stonebrook
to ARK building connection at Foothill College; and
WHEREAS, LAHCF will own and be solely responsible for the operation and maintenance of the
infrastructure installed under the grant agreement; and
WHEREAS, the agreement stipulates that the project be completed and grant amounts invoiced by
December 31, 2025; and
WHEREAS, LAHCF requested a term extension to the grant agreement to allow additional time for
them to complete the agreed-upon scope of work at all three sites; and
WHEREAS, the Technology Committee discussed the grant agreement extension request from LAHCF
at their October 8, 2025 meeting and voted to recommend a six-month term extension to the LAHCF
grant agreement; and
WHEREAS, the increased administrative cost of the requested extension can be absorbed due to cost
savings in other budgeted administration costs, and the extension will likely not necessitate reducing the
grant amount to LAHCF.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the Town of Los Altos Hills does
hereby approve the First Amendment to extend the term of the grant agreement with Los Altos Hills
Community Fiber to June 30, 2026, to complete installation of underground broadband fiber per the
agreed scope of work.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 20th of November 2025 by the following vote:
