RESOLUTION 95-25
RESOLUTION OF THE TOWN OF LOS ALTOS HILLS CONFIRMING CITY POLICY ON
GREENHOUSE GAS EMISSION REDUCTIONS EMANATING FROM BUILDINGS
WHEREAS, Section 17958(b) of the California Health and Safety Code generally restricts local
agencies from adopting changes applicable to residential units in the provisions adopted pursuant to
Section 17922 and published in the California Building Standards Code unless the changes meet an
exception; and
WHEREAS, Section 17958 (b) (5) of the California Health and Safety Code specifies that local changes
applicable to residential units in the provisions adopted pursuant to Section 17922 and published in the
California Building Standards Code may be adopted if the changes or modifications are necessary to
implement a local code amendment that is adopted to align with a general plan approved on or before
June 10, 2025, and that permits mixed-fuel residential construction consistent with federal law while
also incentivizing all-electric construction as part of an adopted greenhouse gas emissions reduction
strategy; and
WHEREAS, the Town of Los Altos Hills adopted a General Plan on April 26, 2007; and
WHEREAS, Goal 8 of the Town of Los Altos Hills General Plan is to promote energy-efficient
construction; and
WHEREAS, the adopted Town of Los Altos Hills General Plan specifies that other measures may be
proposed by the Town’s Environmental Initiatives Committee; and
WHEREAS, the Town of Los Altos Hills Environmental Initiatives Committee presented a Climate
Action Plan to the Town Council of the Town of Los Altos Hills, which was adopted by the Town
Council on October 21, 2021, that calls for the reduction in natural gas use through electrifying homes
as a major measure to reduce greenhouse gas emissions; and
WHEREAS, the Town of Los Altos Hills Environmental Initiatives Committee has proposed and
recommended that the Los Altos Hills Town Council adopt an ordinance that requires new and replaced
air conditioning units to be capable of both heating and cooling; and
WHEREAS, buildings constitute a significant source of greenhouse gas emissions in the Town of Los
Altos Hills, and taking reasonable regulatory actions to reduce greenhouse gas emissions from buildings
is an important component of the Town’s strategy to reduce greenhouse gas emissions; and
WHEREAS, the Town intends to adopt ordinances making changes to the provisions adopted pursuant
to Section 17922 and published in the California Building Standards Code for residential units that
require new and replaced air conditioning units to be capable of both heating and cooling
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Los Altos Hills that
the Town Council finds that:
1. As described in the Town’s Climate Action Plan, it is the Town’s policy to reduce greenhouse gas
emissions, including by reducing greenhouse gas emissions from buildings.
2. The Town’s proposed changes to the provisions adopted pursuant to Section 17922 and published
in the California Building Standards Code for residential units are a part of the Town’s adopted
greenhouse gas emissions reduction strategy in its Climate Action Plan.
