HomeMy WebLinkAboutResolution 10-26RESOLUTION 10-26 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING AN ELIGIBLE PROJECT OPTION FOR THE SILICON VALLEY CLEAN ENERGY GRANT APPLICATION AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT WHEREAS, Silicon Valley Clean Energy (SVCE) is a nonprofit public agency that provides communities with electricity from renewable and carbon -free sources at competitive rates; and WHEREAS, SVCE Noncompetitive Member Agency Grant Program is available, which will distribute $3.5 million of excess revenues among its thirteen member agencies for projects that support building or transportation electrification and energy resilience at municipal or community facilities, and for community engagement and education efforts related to electrification and climate change; and WHEREAS, for one or more eligible projects, the Town may receive up to $155,736 in funding, and the deadline to submit the SVCE Grant application is February 13, 2026; and WHEREAS, if an application identifying at least one eligible project is not submitted by this deadline, the Town may forfeit the available grant funding; and WHEREAS, on October. 23, 2025, staff discussed various eligible projects with the Environmental Initiatives Committee, including purchase of electric vehicles to replace existing combustible engineer trucks, installation of electric vehicle chargers at Corporation Yard and Purissima Park, Town Hall and Council Chambers HVAC electrification, and community outreach programs; and WHEREAS staff also discussed the potential project options with the SVCE team, who advised that the Town should submit one project, or no more than two projects, with the grant application, particularly because a separate agreement is required for each approved project; and WHEREAS, based on SVCE's guidance, staff identified two priority project options (Option 1: purchase of two electric light-duty trucks and Option 2: Town Hall and Council Chambers HVAC Upgrade) that meet the program criteria and for which staff have a sufficient understanding of the proposed budgets and timelines; and WHEREAS, to streamline the grant process, staff recommend that the City Council consider selecting one option for submission with the SVCE Grant application, thereby requiring execution of only one grant agreement with SVCE; and WHEREAS, the purchase of two electric light-duty trucks, anticipated to cost around $160,000, would largely be covered by the SVCE Grant funds, and any balance would be covered by the Vehicle and Equipment Replacement Reserve; and WHEREAS, the Town Hall and Council Chambers HVAC electrification upgrade is estimated to cost between $300,000 and $350,000, any additional cost beyond the SVCE Grant amount of $155,736 would need to be funded through Facilities Replacement Reserve or CIP/General Fund. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the Town of Los Altos Hills that: 1. The purchase of two electric light-duty trucks (Option 1) is .approved as an eligible project option for the Silicon Valley Clean Energy Noncompetitive Member Agency Grant application; and RESOLUTION 10-26 1 Pa g e 2. Intent• The purpose of this policy is to establish guidelines for replacement of vehicles and equipment in the City's fleet. The replacement program is based on estimating the useful life of vehicles and equipment with consideration of age, mileage (or hours), and usage. Those vehicles scheduled for replacement are reviewed and analyzed for condition, cost, usage, safety history, and operating performance. Some vehicles or equipment may be replaced earlier than scheduled to ensure that operational needs are met; others may be replaced later than scheduled to accommodate budget limitations taking into consideration the vehicle's condition. Policy: The following serves as a general guideline for replacing vehicles and equipment based on usage, age, operating costs, and downtime.
