HomeMy WebLinkAboutResolution 12-26RESOLUTION 12-26 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING THE CITY MANAGER TO PURCHASE A REPLACEMENT CHIPPER NOT TO EXCEED $100,000 AND EITHER SELL OR DONATE THE 2009 CARLTON 1790 TOWABLE CHIPPER WHEREAS, the Town's 2009 Carlton 1790 has been in service for more than 16 years and is used for chipping tree branches from trimming operations in the public right-of-way, open space, and Town - owned properties, as well as during storm response activities; and WHEREAS, in December 2023, the chipper required significant repairs to the feeder gears, hydraulics, radiator, pump, and anvil adjustment, at a cost of approximately $7,000; and WHEREAS, over time, maintenance costs and downtime have increased, while the equipment's overall efficiency and performance have declined; and WHEREAS, the Vehicle and Equipment Replacement is a new capital proj ect/program approved in the FY25/26 Adopted Operating and Capital Budget intended to replace aging Town fleet vehicles and equipment with an annual appropriation of $100,000 from the Vehicle and Equipment Replacement Reserve; and WHEREAS, the Vehicle and Equipment Replacement Policy, approved by the City Council in 2016, recommends replacement of a "towed chipper" after 13 years or 5,000 operating hours, depending on condition; and WHEREAS, given the equipment's condition and rising repair costs, replacement of the chipper aligns with the intent of the Vehicle and Equipment Replacement Policy, while supporting operational safety, reliability, and efficiency; and WHEREAS, the recommended chipper for replacement is the Bandit Intimidator 15XPC with a quote Of $89,880, including all options; and WHEREAS, the quote is from a vendor through Sourcewell, a government purchasing cooperative that provides competitively solicited joint purchasing agreements; and WHEREAS, use of vendors and pricing on Sourcewell complies with Town Municipal Code Section 2- 4.08, which allows joint purchasing with other public agencies that have already met bid requirements; and WHEREAS, staff propose to either sell the 2009 Carlton 1790 Chipper for the best market price (estimated resale value between $5,000 and $10,000) or donate the equipment to a non-profit organization. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The City Manager is authorized to purchase a replacement chipper for an amount not to exceed $100,000 through the Vehicle and Equipment Replacement capital project/program funded by the Vehicle and Equipment Reserve; and 2. The City Manager is authorized to either sell or donate the 2009 Carlton 1790 towable chipper.
