HomeMy WebLinkAboutResolution 25-26-RESOLUTION 25-26 HOUSE NATIVE GARDEN WHEREAS, on February 23, 2026, the Santa Clara Valley Water District issued a call for projects for its 2026 Standard Grants Program under the Safe, Clean Water and Natural Flood Protection Grants & Partnerships Program, which provides funding for projects that support safe drinking water, water conservation, flood protection, and environmental stewardship throughout Santa Clara County under four grant categories of Education, Planning, Stewardship, and Implementation; and WHEREAS, for the 2026 cycle, approximately $1.87 million is available for the Implementation Grant category; and WHEREAS, local jurisdictions are eligible applicants, and the Town may apply for up to $500,000 per project under the Implementation Grant category, which requires a 15% local match; and WHEREAS, applications are due April 24, 2026, and awarded projects must be completed within five years of executing a grant agreement; and WHEREAS, award decisions by the Santa Clara Valley Water District's Board of Directors are anticipated in July 2026, followed by grant agreement execution; and WHEREAS, eligible projects under the Implementation Grant category include shovel -ready construction and large-scale capital projects that advance Safe, Clean Water Program priorities; and WHEREAS, staff identified. two projects eligible for the Implementation Grant category: (1) Byrne Y -F Preserve Restoration, and (2) the Heritage mouse Native Garden Project; and WHEREAS, the grant funding application for Byrne Preserve Restoration is for the removal of flammable invasive vegetation and the preservation and planting of fire -resilient native plants, at $60,000 per fiscal year over four years (total $240,000); and WHEREAS, the grant funding application for the Heritage House Native Garden is for the installation of a native garden around the Heritage House and Town Orchard, including stormwater management features, estimated at $456,000; and WHEREAS, the Santa Clara Valley Water District's Office of Civic Engagement has been delegated the responsibility for the administration of the grant program and establishing necessary implementation procedures; and WHEREAS, said procedures established by the Santa Clara Valley Water District require Applicant's Governing Body to certify by resolution Applicant's approval to apply for and accept grant program funds; and WHEREAS, once awarded, Applicant will enter into a Grant Agreement with the Santa Clara Valley Water District. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills, Governing Body, hereby: RESOLUTION 25-26 11 P a g e 1. Approves the submission of two applications for Implementation Grant funds from the Safe, Clean Water and Natural Flood Protection Program: (1) Byrne Preserve Restoration, and (2) Heritage House Native Garden Project; 2. Approves the acceptance of grant funds from the Safe, Clean Water and Natural Flood Protection Program, upon approval of grant funding for the Project by appropriate authorities; 3. Certifies that the Town has or will have sufficient funds to operate and maintain the Projects; 4. Certifies that the Town will maintain an accounting system that: a. Accurately reflects fiscal transactions, with the necessary controls and safeguards; b. Provides good audit trails, especially the source documents; and c. Provides accounting data so the total cost of each individual project can be readily determined. 5. Certifies that the Town will review and agree to all terms and conditions stated in the Agreement, including the Special Provisions, General Provisions, Financial Provisions, and Insurance Requirements contained in the Agreement; and 6. Appoints the City Manager as its authorized agent to conduct all negotiations, execute and submit all documents and reports, including, but not limited to, applications, agreements, payment requests and so on, which may be necessary for the performance and completion of the Project.
