A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
ADOPTING THE 2026 SEWER SYSTEM MANAGEMENT PLAN UPDATE
WHEREAS, in 2006, the State Water Resources Control Board (SWRCB) adopted the Statewide
General Waste Discharge Requirements (WDR), Water Quality Order No. 2006-0003-DWQ, for
sanitary sewer systems with a goal to reduce the frequency and volume of sanitary sewer overflows and
their impact on public health and the environment; and
WHEREAS, the order requires public agencies that own or operate sanitary sewer systems greater than
one mile in length to develop, implement, and maintain a Sewer System Management Plan (SSMP),
which establishes procedures and standards for the operation, maintenance, and management of the
sewer collection system; and
WHEREAS, the City Council approved Resolution No. 24-16 on May 19, 2016, adopting the 2016
SSMP update; and -
WHEREAS, the City Council approved Resolution No. 03 -21 on January 21, 2021, adopting the 2021
SSMP update; and
WHEREAS, SWRCB adopted the updated WDR, Order No. 2022-0103-DWQ, on December 6, 2022,
which became effective on June 5, 2023; and
WHEREAS, under the updated WDR, agencies are required to conduct internal SSMP audits every
three years 'and complete a comprehensive SSMP-,update every six years, including a summary of
revisions based on audit findings; and
WHEREAS, the Town's next comprehensive SSMP update must be certified and submitted to'the
SWRCB by May 2, 2026; and
WHEREAS, on March 4, 2026, the Town retained V.W. Housen & Associates to conduct a desktop
audit of the Town's SSMP to ensure compliance with the 2022 WDR requirements, and the audit
identified several areas requiring updates, including the preparation of a new Sewer Emergency
Response Plan (SERP); and
WHEREAS, in coordination with V.W. Housen & Associates, staff have completed the required
updates for the 2026 SSMP, and it is ready to be certified and submitted to SWRCB.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los Altos Hills hereby
approves the 2026 Sanitary Sewer Management Plan Update prepared in accordance with the State Water
Resources Control Board's General Waste Discharge Requirements, Order No. 2022-0103-DWQ,,
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 16th day of April 2026 by the following votes:
