A RESOLUTION ACCEPTING THE PROPOSED DONATED ARCHITECTURAL
;�-ZRVICES FROM M DESIGNS ARCHITECTS FOR THE REPLACEMENT OF THE
PARKS AND RECREATION BUILDING
WHEREAS, the Parks and Recreation building, located at 26379 Fremont Road adjacent to Town Hall,
serves as the primary operations facility for the Community Services program; and
WHEREAS, the Parks and Recreation Center Renovation Project replaced the Civic Center
Improvements Project in the adopted FY 2025-2026 Operating and Capital Budget and is funded with a
$1.5 million allocation from the CIP/General Fund; and
WHEREAS, on January 15, 2026, the City Council directed staff to pursue the replacement of the
existing building with a new prefabricated structure; and
WHEREAS, conceptual design to establish the building layout, size, and architectural character is
required for the prefabricated building to submit for the Planning Conditional Use Permit Application.;
and
WHEREAS, Malika Junaid, Town's Planning Commissioner, who is also the Principal Architect of M
Designs Architects (MDA), has volunteered to donate architectural services to assist with preparing the
conceptual design and obtaining Conditional Use Permit approvals through the Planning Commission
and City Council; and
WHEREAS, Ms. Junaid and MDA have extensive local experience designing accessory dwelling units
(ADUs) and navigating the Town's planning application process; and
WHEREAS, the donated services from MDA represent an estimated value of approximately $70,000
in professional services, resulting in cost savings to the Town; and
WHEREAS, pursuant to the Town's Gifts and Donations Policy adopted by Council on November 10,
2014, donations valued at $5,000 or more require Council approval for acceptance, an agreement with
the donor, as applicable, and issuance of an acknowledgment letter and written disclosure of the
contribution as required; and
WHEREAS, the donated services from MDA represent an estimated value of approximately $70,000
in professional services, resulting in cost savings to the Town.
WHEREAS, the City Attorney advised that, due to MRA's involvement in the project, Ms. Junaid
would need to recuse herself from any Planning Commission discussions related to the Parks and
Recreation Center Renovation Project.
WHEREAS, the Town will need to procure civil engineering and other professional design services in
parallel with MDA's conceptual -design to address site improvements and foundation design associated
with the prefabricated structure that are not included in MDA's proposal.

NOW, THEREFORE, BE IT RESOLVED, the City Council of the Town of Los Altos Hills accepts
the proposed donated architectural services from M Designs Architects for the replacement of the Parks
and Recreation building.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 19th day of March 2026 by the following vote:
