RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
TERMINATING THE EMERGENCY DECLARATION FOR THE TOWN HALL HEATING,
VENTILATION, AND AIR CONDITIONING SYSTEM REPAIR/REPLACEMENT
PROJECT
WHEREAS, on December 9, 2025, the City Council declared the Town Hall HVAC System
Repair/Replacement Project an emergency due to the urgent nature and need to restore heating in Zone
I (break/kitchen area, lobby conference room, and the city manager and director offices) and Zone 2
(public lobby), and authorized the, City Council to execute a construction agreement not to exceed
$180,000 for the project to be funded from the Facilities Replacement Reserve; and
WHEREAS, California Public Contract Code (PCC) Section 22050 allows the governing body of a
public agency to declare an emergency for a repair or replacement project for public facilities, pursuant
to a four-fifths vote, taking into consideration that an informal or formal bid process would delay the
project timeline; and
WHEREAS, as directed by the City Council, staff worked with Mayor Rajiv Bhateja, Finance and
Investment Committee (FIC) Chair Allan Epstein, and Environmental Initiatives Committee (EIC) Chair
Anand Ranganathan to develop an optimal solution for replacing the failed HVAC systems and identified
a preferred method to replace the Zone I rooftop heat pump system with multiple mini -split heat pumps;
and
WHEREAS, this solution was determined to be more cost-effective while improving energy efficiency
and simplifying maintenance compared to the existing system; and
WHEREAS, on January 23, 2026, the City Manager executed an emergency construction contract with
Fuse Service, Inc. for an amount not to exceed $160,000, including a contingency fund of $15,000; and
WHEREAS, replacement work began on January 26 with demolition and removal of existing ductwork,
electrical components, and thermostats, and the installation of the new mini -split units was completed
by early March; and
WHEREAS, staff are currently testing the system and fine-tuning the controls. Fuse Service is preparing
the engineering plans to submit for building permit records; and
WHEREAS, Fuse Service, Inc. is preparing the engineering plans to submit for building permit records,
but the emergency HVAC work has been completed; and
WHEREAS, California Public Contract Code Section 22050(c)(3) states that local agencies should
terminate the emergency declaration at the earliest possible date once the emergency work is completed.

NOW, THEREFORE, BE IT RESOLVED, the City Council of the Town of Los Altos Hills that the
emergency declaration for the Town Hall HVAC Repair/Replacement Project is now terminated in
accordance with California Public Contract Code Section 22050(c)(3).
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 19`h day of March 2026 by the following vote:
