A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
APPROVING THE PLANS AND SPECIFICATIONS FOR THE 2026 SANITARY SEWER
REPAIR AND REPLACEMENT PROJECT AND AUTHORIZING STAFF TO ADVERTISE
THE PROJECT FOR A FORMAL BID

WHEREAS, as part of the Annual Sanitary Sewer Replacement and Rehabilitation Program approved
in the FY2025-26 Adopted Operating and Capital Budget, the Public Works Department annually
identifies and prioritizes sanitary sewer segments with significant defects for repair or replacement. The
program is funded through the Sewer Enterprise Fund; and
WHEREAS, the primary objective of the program is to maintain reliable conveyance of wastewater by
repairing and replacing deteriorated sewer infrastructure within the Town's system; and
WHEREAS, the 2026 Sanitary Sewer Repair and Replacement Project will rehabilitate existing sewer
mains by replacing and upsizing defective pipes with high-density polyethylene (HDPE) or polyvinyl
chloride (PVC) pipes, and identified defects in the existing pipes include cracks, infiltration, joint offsets,
root intrusion, and sags; and
WHEREAS, these improvements reduce the risk of sanitary sewer overflows (SSOs), minimize
infiltration and inflow (II) of groundwater and stormwater, lower long-term maintenance costs, address
capacity constraints, and enhance the overall performance and reliability of the sanitary sewer system;
and
WHEREAS, the Base Bid items for the 2026 Sanitary Sewer Project include improvements to nine
sewer pipe segments and adjusting three manholes flush with existing pavement at an Engineer's
Estimate of $880,000; and
WHEREAS, the Add Alternate Bid items consist of open trench and spot repairs of three sewer pipe
segments estimated to cost $343,000; and
WHEREAS, with remaining project funds from prior fiscal years, a FY26 allocation of $900,000, and
a FY27 anticipated allocation of $1,150,000, sufficient budget is available to fund the 2026 Sewer Repair
and Replacement Project, which is scheduled to begin construction in FY27.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that:
1. The Project Plans and Specifications as described in the Staff Report to the City Council for this
agenda item are hereby approved; and
2. Staff are authorized to advertise the 2026 Sanitary Sewer Repair and Replacement Project for a
formal bid.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 16th day of April 2026 by the following vote:
