HomeMy WebLinkAboutResolution 32-26RESOLUTION 32-26 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING CAPITAL BUDGET REALLOCATIONS OF $429567 OF PATHWAY FUND FROM THE SUMMERHILL PATHWAY AND $45,136 OF TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUND FROM THE MISCELLANEOUS PATHWAYS TO THE MAGDALENA ROAD PATHWAY PROJECT; APPROVING THE PLANS AND SPECIFICATIONS FOR THE MAGDALENA ROAD PATHWAY PROJECT; AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR FORMAL BID WHEREAS, the Magdalena Road Pathway Project is included in the adopted FY2025-26 Operating and Capital Budget, with capital allocations of $315,000 from the Pathway Fund and $38,697 Transportation Development Act Article 3 (TDA 3) fund anticipated for FY27; and WHEREAS, the Magdalena Road segment, as identified in the Master Path Plan, is a key part of the Town's broader effort to develop interconnected pathway loops that enhance mobility and safety for pedestrians, bicyclists, and equestrians; and WHEREAS, the proposed roadside pathway on Magdalena Road is part of the Magdalena- Ravensbury loop prioritized in 2025 by the Pathways Committee for installation; and WHEREAS, Magdalena Road Pathway Project proposes approximately 1,300 linear feet of new roadside pathway along Magdalena Road, extending from Camino I-lermoso Drive to 10631 Magdalena Road; and WHEREAS, two new pathway segments within the project area require pathway easements from the property owners of 10401 and 10625 Magdalena Road, and staff have successfully contacted the owner of 10401 Magdalena Road and will coordinate a right -of -entry for construction, followed by the formal granting and acceptance of a pathway easement; and WHEREAS, staff have been unable to contact the owner of 10625 Magdalena Road, and this segment may be omitted from the current project; however, this omission is not expected to affect overall functionality, as the segment is short and an existing adjacent space allows pathway users to bypass the area safely; and WHEREAS, a pathway exists at the frontage of 10511 Magdalena Road, which is proposed to be maintained; and WHEREAS, staff also agreed to leave the existing roadway shoulder space at 10285 Magdalena Road due to the property owner's safety concerns with the new pathway conflicting with their driveways along their frontage; and WHEREAS, Pathways Committee voted to recommend advancing the project for Council approval, with the provision that staff consider the feedback and concerns from residents; and WHEREAS, the Plans and Specifications for the Magdalena Road Pathways Project have been completed, and the project is ready to be advertised for bid; and WHEREAS, the latest construction cost estimate for the project is $398,000 with a total project cost estimate of $441,400; and RESOLUTION 32-26 1 P a --f e WHEREAS, an additional budget amount of $87,703 is required to complete the project; and WHEREAS, staff recommend reallocating $42,567 of Pathway Fund from the Summerhill Pathway and $45,136 of TDA 3 fund from the Miscellaneous Pathways to the Magdalena Road Pathways Project to enable construction this year. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The capital budget reallocations of $42,567 of Pathway Fund from the Summerhill Pathway and $45,136 of Transportation Development Act Article 3 (TDA 3) fund from the Miscellaneous Pathways to the Magdalena Road Pathway Project is approved; 2. The Plans and Specifications for the Magdalena Road Pathways Project are hereby approved; and 3. Staff are authorized to advertise the project for a formal bid.
