RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS IDLLS
ACCEPTING DEDICATION OF RIGHT-OF-WAY EASEMENTS FROM THE LANDS OF
ROTHKOPF AT 23503 RA VENSBURY A VENUE
WHEREAS, Aya and Fletcher Rothkopf ("Owner") own the property commonly known as 23503
Ravensbury Avenue, Los Altos Hills, California (APN 331-17-062), which is located between
Ravensbury A venue and Berkshire Drive; and
WHEREAS, Site Development Permit (SD23-0048) for a new residence on the property was
approved at a duly noticed Planning Commission public hearing of the Site Development Committee on
June 5, 2025, with reasonable conditions of approval, including the dedication of roadway right-of-way
easement along Ravensbury Avenue to the Town; and
WHEREAS, the Owner has offered to dedicate additional roadway rights-of-way easement to the
Town along the frontage of Berkshire Drive to obtain 30 feet of roadway half-width right-of-way; and
WHEREAS, attached to this Resolution is the "Offer of Right-of-Way Easement Dedication"
(Attachment A) for road right-of-way purposes and incidents thereto; and
WHEREAS, the Town has adopted a General Plan and, pursuant thereto, may require and accept
right-of-way dedications on privately owned lands lying within the Town; and
WHEREAS, the Town finds the Offer of Right-of-Way Easement Dedication to be consistent with
the Town's General Plan and in the best interests of the Town;
WHEREAS, the Owner and the Town recognize that the lands subject to the Offer of Right-of-Way
Easement Dedication are adjacent to an existing public right-of-way and are necessary to create a 30-
foot half width for the 60-foot right-of-way.
NOW, THEREFORE, BE IT RESOLVED based on the entirety of the record before it, the City
Council of the Town of Los Altos Hills hereby finds that the Project qualifies for the commonsense
exemption outlined in CEQA Guidelines Section 15061(b)(3), and does hereby accepts on behalf of
the public, and for the purposes herein described, the Offer of Right-of-Way Easement Dedication
attached to this Resolution as Attachment A.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 14th day of May 2026, by the following vote:
