RESOLUTION APPROVING OF A NEW THREE-YEAR CONCESSIONAIRE
AGREEMENT WITH VICTORA DYE EQUESTRIAN, LLC FOR THE OPERATION OF
WESTWIND COMMUNTIY BARN
REAS, the Town of Los Altos Hills owns the Westwind Community Barn, located at 27210
Altamont Road, which serves as an important community, recreational, and equestrian facility; and
WHEREAS, Victoria Dye Equestrian, LLC has operated the Westwind Community Barn under a
concessionaire model and has provided ongoing management, programming, and equestrian services
at the facility; and
REAS., the current agreement is set to expire, and Town staff has negotiated a new three-year
Concessionaire Agreement with Victoria Dye Equestrian, LLC to continue operation and management
of the facility; and
WHEREAS, the proposed agreement clarifies operational and maintenance responsibilities, updates
financial terms incorporates safety and insurance requirements and supports 1=4-tenn stewardship of
the Westwind Community Barn; and
V%/HEREAS, the proposed agreement includes a monthly management payment of $4,000, updated
revenue-sharing provisions, formalized Town maintenance support, and coordination with future
capital improvement planning for the facility.
NOW THEREFORE, the City Council of the Town of Los Altos Hills hereby APPROVES the three-
year Concessionaire Agreement with Victoria Dye Equestrian, LLC for the operation and management
of the Westwind Community Barn; and AUTHORIZES the City Manager to execute the agreement.
The above and foregoing Resolution passed and adopted by the City Council of the Town of Los Altos
Hills at a regular meeting held on the 14th day of May 2026 by the following vote:
AYES: BHATEJA, TYSON, MOK, SWAN, TANKHA
