RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
ACCEPTING THE 2025 SANITARY SEWER REPAIR. AND REPLACEMENT PROJECT
PERFORMED BY SMELLY MEL'S PLUMBING, INC. AS COMPLETE; AUTHORIZING
FINAL RETENTION PAYMENT TO THE CONTRACTOR, AND DIRECTING THE CITY
CLERK TO FILE A NOTICE OF COMPLETION
WHEREAS, on January 30, 2025, the City Council approved the Plans and Specifications for the 2025
Sanitary Sewer repair and Replacement Project and authorized staff to advertise the project for formal
bid.
WHEREAS, on March 20, 2025, the City Council awarded the project to the lowest responsible bidder,
Smelly Mel's Plumbing, Inc., and authorized the City Manager to execute a construction agreement not
to exceed $720,000 including contingency; and.
WHEREAS, construction agreement was executed on April 3, and the Notice -to -Proceed was issued on
June 23, 2025; and
WHEREAS, the project was substantially completed on February 13, 2026; and
WHEREAS, the -total project expenditure for the contracted work by Smelly Mel's Plumbing, Inc. is
$708,263, which is below the amount authorized by the City Council; and
WHEREAS, staff recommend that the City Council accept the 2025 Sanitary Sewer Repair and
Replacement Project by Smelly Mel's Plumbing, Inc. as completed and allow the remittance of the five
percent retention to the contractor 35 days following the project acceptance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills as
follows:
Section 1
As recommended by staff, the City Council accept the 2025 Sanitary Sewer Replacement and
Repair Project by Smelly Mel's Plumbing, Inc. as complete and authorize staff to make the final
retention payment concerning the above-described work.

The City Clerk is hereby directed to file the notice of the completion of said project with the
County Recorder of the County of Santa Clara, within ten (10) days from the date of this
Resolution.
The above and. foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 18th day of June 2026 by the following vote:
