RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH MCB,
CONSULTING FOR PLANNING CONSULTING SERVICES FOR A TOTAL PURCHASE
PRICE OF ONE HUNDRED TWELVE THOUSAND THREE HUNDRED TWENTY
DOLLARS AND ZERO CENTS ($112,320.00)
WHEREAS, the Town of Los Altos Hills relies on Mr. McBirney's contracted planning support to assist
the Community Development Department with current planning and long-range planning activities,
Housing Element implementation, annual state and local reporting requirements, land use and housing
data management, GIS mapping, planning system integration, project tracking, and other planning -
related service; and
WHEREAS, Mr. Tim McBirney has provided critical planning support services to the Community
Development Department through DKG Consultants and is now transitioning to an independent
consulting practice, allowing the Town to maintain continuity in current planning, long-range planning,
Housing Element implementation, and annual reporting functions through a direct contractual
relationship; and
WHEREAS, the consultant will help improve internal processes, digital workflows, and integration of
GovTech tools, with flexibility to adjust services based on regulatory changes and new technology needs;
and
WHEREAS, approval of the contract will preserve continuity of service, institutional knowledge, and
operational efficiency for the Town; and
WHEREAS, the contract term is one-year, effective July 1, 2026, through June 30, 2027, and is auto -
renewable annually; and
WHEREAS, the fiscal impact of the proposed contract is one hundred twelve thousand three hundred
twenty dollars ($112,320.00) for the one-year term, comparable to the current DKG contract of $112,320
annually; and
WHEREAS, this action does not constitute a project under Section 15378(b) of the California
Environmental Quality Act (CEQA) Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills to
formally authorize the City Manager to execute a contract with MCB Consulting for planning consulting
services in the amount of one hundred twelve thousand three hundred twenty dollars ($112,320.00).
The above and foregoing Resolution was passed and adopted by the City' Council of the Town of Los
Altos Hills at a regular meeting held on the 18th day of June 2026 by the following vote:
