RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AUTHORIZING THE CITY MANAGER TO EXECUTE A THREE-YEAR CONTRACT
RENEWAL WITH LYNX TECHNOLOGIES, INC. FOR GIS CONSULTING SERVICES FOR
A TOTAL PURCHASE PRICE NOT TO EXCEED SEVENTY-FIVE THOUSAND DOLLARS
AND ZERO CENTS ($75,000.00)
WHEREAS the Town of Los Altos Hills relies on an up-to-date Geographic Information System (GIS)
to support planning, public works, property records, and public information services; and
WHEREAS Lynx Technologies, Inc. currently provides GIS maintenance, ArcGIS Online
administration, and related consulting services for the Town; and
WHEREAS Lynx Technologies performs routine monthly updates to foundational GIS layers, including
parcels, assessor information, addressing, streets, easements, and various environmental and land -use
overlays, averaging approximately 25 hours per month; and
WHEREAS Lynx Technologies also maintains the Town's Geocortex Site, the ArcGIS Online GIS
Platform, database administration, and staff training; and

WHEREAS special project work, such as completing pathway and record map overlays, drainage
mapping integration, and easement compilation supports improved public access to information and
operational efficiency for Town staff; and
WHEREAS GIS data integration and improvements were included in the Community Development
Department's 2026-2027 Workplan and adopted by the City Council as part of its Strategic Priorities;
and
WHEREAS the proposed contract term is three years, effective June 18, 2026, through June 17, 2029,
with a total cost of seventy-five thousand dollars ($75,000) and an annual.average value of $25,000; and
WHEREAS approval of this contract does not constitute a project under California Code of Regulations
Section 15378(b) of the California Environmental Quality Act (CEQA) Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos does hereby
authorize the City Manager to execute a contract with Lynx Technologies, Inc. for GIS consulting
services for a not -to -exceed amount of seventy-five thousand dollars ($75,000) over a three-year term,
substantially in the form presented in the Consulting Services Agreement attached to the staff report.
BE IT FURTHER RESOLVED that the City Manager is authorized to take any additional actions
necessary to implement the agreement.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 18th day of June 2026 by the following vote:
