WHEREAS, the Town of Los Altos Hills initiated a comprehensive Cost Allocation Plan (CAP) to
identify and equitably distribute indirect and overhead costs across Town departments and funds, so that
internal service rates, fees, and charges more accurately reflect the full cost of providing services; and
WHEREAS, the CAP establishes a defensible and transparent methodology for allocating indirect costs,
including legislative, administrative, legal, technology, facilities, and fleet support, consistent with
applicable cost allocation standards, including federal cost principles under 2 CFR Part 200.; and
WHEREAS, the Town concurrently completed a Development Services Development Services Fee
Study evaluating fee -supported services within the Planning, Building, and Engineering divisions,
including analysis of direct labor, indirect and overhead cost allocation (informed by the CAP), fully
burdened hourly rates, and appropriate cost recovery targets consistent with applicable California law
governing regulatory and service fees, including Government Code section 66014; and
WHEREAS, the Development Services Fee Study provides a documented cost -of -service methodology,
updated fully burdened hourly rates by division, recommended fee adjustments, and a reorganized master
fee structure intended to enhance transparency, equity., and administrative clarity while improving cost
recovery for development -related services; and
WHEREAS, the Town Council desires to adopt an updated Master Fee Schedule to consolidate and
clarify the fees charged for Town services and to ensure that adopted fees do not exceed the reasonable
cost of providing the underlying service; and
WHEREAS, the Town Council further desires to approve a local building valuation multiplier to better
align construction valuations used for building permit and plan check fee calculations with local

WHEREAS, adoption of the CAP is necessary to ensure that overhead allocations used in the
Development Services Fee Study and Master Fee Schedule are accurate, defensible, and consistent with
industry best practices and applicable legal requirements; and
WHEREAS, adoption of the CAP, Development Services Fee Study, Master Fee Schedule, and local
building valuation multiplier are administrative actions that establish methodologies and fee amounts
and do not approve a specific development project, and therefore are not a project under the California
Environmental Quality Act (CEQA) or, alternatively, are exempt under CEQA Guidelines section
15061(b)(3); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos that:
1. The Town Council receives and accepts the Town of Los Altos Hills Cost Allocation Plan.
2. The Town Council receives and accepts the Development Services Fee Study.
3. The Town Council adopts the Town of Los Altos Hills Master Fee Schedule, attached hereto

4. The Town Council adopts the local building valuation multiplier as set forth in Exhibit A
5. This Resolution shall take effect a minimum of 30 days after adoption with Staff aimingfor
August 1, 2026.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a regular meeting held on the 18th day of June 2026 by the following vote:
