HomeMy WebLinkAboutResolution 71-26RESOLUTION 71-26 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING THE LOCAL DESIGNATION OF THE JUAN BAUTISTA DE ANZA HISTORIC TRAIL WHEREAS, on February 27, 2023, the Santa Clara County Parks Department (County Parks) presented an update on the Countywide Trails Master Plan Map Update to the Pathways Committee; and WHEREAS, at the May 17, 2023 Council Meeting, the City Council approved the Pathways Committee's recommendation to identify a path alignment for the regional trail through Los Altos Hills and bring back a proposed alignment to City Council for approval; and WHEREAS, on November 13, 2023, the City Council unanimously approved the Pathways Committee's request to approve the designation of the Juan Bautista de Anza County Trial through the Town, and directed Staff to notice the properties surrounding the trail area, then bring back the item to City Council to allow public comments and to approve an official Town resolution; and WHEREAS, on June 28, 2024, staff mailed out notifications to properties within 500' of the proposed trail alignment regarding the designation of the countywide regional trail through the Town; and WHEREAS, on July 22, 2024, the Pathways Committee voted to advise the County to keep a dotted, tentative alignment of the route through the Town on the County map update; and WHEREAS, on December 2, 2024, the Pathways Committee established an ad hoc subcommittee to research the Juan Bautista de Anza Trail and draft alignment options for Council consideration; and WHEREAS, on May 14, 2026, the Pathways Committee presented two options for the alignment for the designation of the Juan Bautista de Anza Trail; and WHEREAS, on June 18, 2026, the Pathways Committee presented two options for the alignment for the designation of the Juan Bautista de Anza Trail, and staff presented the history of the Juan Bautista de Anza Trail and notification processes for the Town; and WHEREAS, on June 18, 2026, City Council approved an alignment for historic trail and requested a formal public hearing for local designation of the Juan Bautista de Anza Historic Trail; and WHEREAS, on July 21, 2026, staff mailed notices for the August 20 public hearing for the Juan Bautista de Anza Historic Trail local designation to property owners and residents within 500 feet of trail alignment approved by Council; and WHEREAS, a notice for the public hearing was also advertised in Daily Post on August 7, 2026; and WHEREAS, Town staff received several questions from residents, some questioning the existing trail easements and right-of-way; and WHEREAS, upon further research, staff determined that the Town does not hold the necessary trail easements along Rhus Ridge Road, which is a private roadway; and WHEREAS, accordingly, staff recommend that the Juan Bautista de Anza Historic Trail not be locally designated along Rhus Ridge Road as shown in the June 18 approved proposed alignment; and RESOLUTION 71-26 11 P to Cr e WHEREAS, staff revised the proposed historic trail alignment to continue westward on Moody Road from the intersection of Rhus Ridge Road and Moody Road where existing pathways, easements, and public rights-of-way are available, and terminate at the Town boundary; and WHEREAS, from the Town boundary, the historic trail could continue along County roads toward Hidden Villa; and WHEREAS, on August 13, 2026, staff again mailed public hearing notices to property owners and residents within 500 feet of the revised trail alignment recommended for local designation and publicized the hearing through the Town's social media platforms and the City Manager's Weekly Report encouraging community participation and soliciting public comments prior to the hearing NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills approve the local designation of the Juan Bautista de Anza Historic Trail as recommended by staff in the staff report.
