A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
APPROVING AN AMENDED PROCLAMATIONS, COMMENDATIONS AND
COMMEMORATIONS POLICY & PROCEDURES
WHEREAS, the Town of Los Altos Hills ("Town") issues proclamations, commendations,
commemorations, certificates, plaques, meeting dedications, and other ceremonial recognitions to
acknowledge qualifying events, achievements, milestones, public awareness efforts, and individuals
and organizations that have made significant contributions to the Town and community; and
WHEREAS, ceremonial recognitions issued or presented by the Town are expressions of the Town's
official sentiments and constitute Town speech and are not intended to create a public forum or forum
for private expression; and
WHERE, AS, the City Council desires to establish clear and uniform standards governing the issuance
?,nd presentation of ceremonial recognitions to promote consistency, transparency, administrative
efficiency, and the appropriate use of Town resources; and
WHEREAS, the Town's Guidelines for Proclamations, Commendations and Commemorations were
originally adopted by the City Council on May 1, 2003, and were subsequently reviewed and amended
in 2013; and
WHEREAS, the City Council desires to amend and reorganize the existing guidelines into

comprehensive Proclamations, Commendations and Commemorations Policy & Procedures thl
establishes clear eligibility criteria, content restrictions, procedures for review and approval, anO
standar ds for scheduling and presenting ceremonial recognitions; and . i
WHEREAS, the amended policy establishes an Annual Ceremonial Calendar through which the City
Council will annually identify recurring ceremonial recognitions that may be prepared, scheduled,
and administered by Town staff without separate City Council action, provided that each recognition
remains consistent with the policy; and
WHEREAS, requests for proclamations, commendations, or commemorations that are not included on
the Annual Ceremonial Calendar will require sponsorship by at least one City Council Member before
being presented to the City Council for consideration, and Council Member sponsorship does not
constitute approval of the requested recognition; and
WHERE, AS, the amended policy establishes content restrictions to ensure that ceremonial
recognitions issued by the Town are consistent with the Town's official speech and are administered
consistently regardless of the viewpoint, identity, affiliation, or popularity of the requester or proposed
recipient; and
WHEREAS, the City Council finds that adoption of the amended Proclamations, Commendations
and Commemorations Policy & Procedures will provide clear and consistent direction to Town staff,

the City Council, and members of the public regarding the issuance and administration of Town
ceremonial recognitions.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the Town of Los Altos Hills
hereby approves the amended Proclamations, Commendations and Commemorations Policy &
Procedures, attached hereto as Exhibit A and incorporated herein by reference.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los
Altos Hills at a City Council meeting held on 20th day of August 2026 by the following vote:
