RESOLUTION NO. 71-98
A RESOLUTION OF THE TOWN OF
LOS ALTOS HILLS MODIFYING ADOPTED HOUSING ELEMENT
OF THE GENERAL PLAN,AND ADOPTING
A NEGATIVE DECLARATION
WHEREAS, in 1993, subsequent to public hearings before the Planning
Commission and City Council, the Town of Los Altos Hills (Town) submitted a Draft
Housing Element to the State's Department of Housing and Community Development
(HCD); and
WHEREAS, the HCD responded in writing that, in its opinion, the Draft Element
did not comply with State housing element law, and requested additional information
regarding the potential for developing secondary dwelling units in Town; and
WHEREAS, in 1994, the Town conducted a comprehensive survey of secondary
dwelling units in the Town, with approximately a 50% return rate, and indicating strong
support among Town residents for second units; and
WHEREAS, in May of 1995, the Town contracted with Porto, Stevenson, and
Pierce to prepare the updated Housing Element of the General Plan and established a
subcommittee of Council and Planning Commission members to review the consultant's
work; and
WHEREAS, the subcommittee, staff and consultants produced a Draft Housing
Element, dated July, 1996, incorporating updated demographic information and analysis
of the second unit survey, and forwarded it to the HCD for review; and
WHEREAS, on September 20, 1996, the HCD responded that the document, in its
opinion, still did not comply with all of the State housing element criteria, and requested
additional information, including the production of second units since 1988 and their
affordability; and
WHEREAS,the subcommittee, staff and consultants revised the Housing Element
to address the additional issues raised by HCD and forwarded a revised Draft to the
Planning Commission for review; and
WHEREAS, on September 16, 1997, the Planning Commission held a duly
noticed public hearing to consider the proposed Housing Element and recommended
approval of the Housing Element and the proposed Negative Declaration to the City
Council; and

WHEREAS, on November 19, 1997, the CityCouncil held a duly noticed public
informational meeting regarding the proposed Housing Element, and directed that notice
of a public hearing be mailed to all residents in the Town; and
WHEREAS, on February 18, 1998, the City Council held a duly noticed public
hearing to consider the proposed Housing Element and Negative Declaration; and
WHEREAS, on March 18, 1998, the City Council approved Resolution No.
14-98, adopting the Housing Element, and on March 24, 1998, the staff forwarded
the document to the State's Department of Housing and Community Development;
and
WHEREAS, on July 15, 1998, the State HCD requested minor modifications
to the Housing Element to bring it into compliance with State law; and
WHEREAS, on August 19, 1998, the City Council held a duly noticed public
hearing to consider proposed revisions to the adopted Housing Element; and
WHEREAS, the City Council has determined that the revised Housing Element
complies with State law and addresses the needs and characteristics of the Town.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of
Los Altos Hills hereby adopts the revised Housing Element of the Town's General Plan,
dated August 19, 1998, and re-affirms adoption of the Negative Declaration, dated
September 16, 1997,pursuant to the California Environmental Quality Act.
Passed and adopted at the regular meeting of the City Council of the Town of Los
Altos Hills held on August 19 , 1998.
