at 9:48 T. M. at the Town. Hall, 26770 -remont Road, Los Altos

1/24/66), the City G.t torney advised that the answer is "no

Chairman Hibner reported that he has been authorised by the

policy on subdivision requirements, Chairman Hibner read
Resolution 110. 293, a Resolution of the City Council of the
Town of Los Altos Hills declaring Town policy with re;zard
to in lieu payments and substitute construction, adorted

Chairran Hibner expressed the regret of the Commission over
Fr. S,lter's letter of resignation and commended former
Chairman D_lter on his capabilities and for his dedication
to the Town.

recommends that the City Council adopt the
recommendations for a through Trail System des-
cribed in the document entitled "Study of Tage
:'till Road" dated December, 1965 and incorporate
into the Ilan for pathways those portions of the
said Trail System which lie within the limits of
Los Altos Sills.

present Commissioner Prentice's prepared criteria at the
March 14th meeting.

underground utilities.
Chairman Hibner read letter date +ebruary 15, 1966 from
R. Incerpi, agent for Mr. Voorhees, requesting overhead
utilities for secondary dwelling untilunderground becomes
available when his 1%+ acre parcel is subdivided.

signed by five residents, objecting to the placement of a
temporary power pole.
Commissioner F.ibner declared the Public Hearing oran at
8:15 _.. ...
Mr. Incerpi stated the neighbors who soe the pole have si_rned
their approval ant that the landhas been in the hands of
realtors for two years, which shows their intentions to have
the rroperty subdivided. Underground facilities would have to
cross a creek and the recent heavy rains have mado a ditch
which ,,ould renuire a concrete wall and entail an expenditure
of approximatelyo1,60C.00.
Nr. J. Langry, 12595 Nfiraloma 'Jay, representing the pati tlo ars,
stated their objections and commented there has been talk of
subdividing this property for fifteen years.
The public Hearing was closed at 8:20 T. :.
-,allowing Commission discussion, there anrearedto be a hard-
ship and that the pole would not affect the a'jacent owners;
however, Commission felt any approvalwould renuire strict
controls.

for temporary overhead utilities be a-rroved,
subject to a cash or an acceptable bond in the
amount o£ 'll,600.00 with a time limit of three
years, and contingent upon prior approval from

2. Pellegrin, Jean-Louis (V-248-66) - Request for reduction of
setback requirement for pool.
Request is for reduction of side setback to twenty-three feet
23') for swimminc_ pool. Commissioner Benson, Chairman of
the P"ap Committee inspected the property and reported. the
nearest house to this structure is at least 100' away and
there were no objections from the neighbors. There were no
comments from the Floor.

The main point of discussion involved the circulation r_attern.
Commission believed e. full eirculatins: >^jblic road woul" be
in the best interests of the ^ublic, but in order to retain
the natural beauty of the land would be inclined -o consider
a public road with private ro ?. standards.
Mr. P. Stedman objected to a public road st,ting his prefer-
ence for a rrivate road deadendinr- at lot -;i in order to
deter thru traffic, thereby retaining his privacy and the
rural atmosphere.
Since this was an exceptional situation and the fact a 1001-

007is not considered a "thru" road in the true sense, Commission
felt that a public road could be constructed with narrower
pavement ;.widths, minimum cuts and a iessr r.^ht cog way.
Pr. D. Spencer, 27490 Sherlock Road, commented generally if a
right o£ way were reduced, it should go toward making larg_cr
lots.

Fir. J. M. Oliver, 248 Lassen Avenue, P"ountain View, asked
that provision be madc for the additional drainage from the
proposed residences, since he felt it would affect his property
on Blc.ck Fountain Road.
Planning Commission discussed that the private road should
require a recorded maintenance a.re.ement, that the possible
