Commissioner .;inckley - nest difficult ordinance to police and define. Commissioner Trentice - Fools should be fenced and protection provided; an attractive and safe fence can be designed. Corn.-ri ssioner Hawley - Is dead center. Opposed to imrosing any new requirements upon Townspeople, how- ever, if over a 30-ysar period, the life of onu child wouldbe saved, then in favor of fencing. Commissioner Ashby - Difficult to make retroactive; responsi- bility of parents to fence in the child, or to Leach the child to swim at a vary early age. Cocmissioner Benson -- G-becnt. Chairman Hibner - :hrirarily the responsibility of the parent to the child is to fence their owr property and second responsibility is to discipline the chi.ld to stay on the pro- perty, even though rc=.lizin,a, the diffi- culty of this.
