The Regular Meeting of the Planning Commission of the Town of
Los nitos Hills was called to order by Chairman Don T. Hibner,
at 8:40 F. P?following a continued Special 1^eeting of the
City Council,., at the Town Hall, 26379 Fremont Ro:,d, Los Sltos Hills,
California.

1. City_i_ttorn2Z - Re: Inclusion of Forks and Recreation Element
in the General Plan.
Chairman Hibner read City Lttorney's letter requesting the
Planning Commission set a date for a. Fublic Hearing regarding
the inclusion of a parks and recreation element in the General
Plan. Only one Public Hearing is reouired by the planning
Commission.
without objection, the City Gttorney is hereby advised that
the dote of June 13, 1966 is set for the Public Hearing.
Ch-irman Hibner reeuested that there be full publicity in the
newspapers and copies of the report for the residents are at
the Town Hall (available on a deposit or owner basis of t2.00).

1. rnection VI, 6.:20 D of Ordinance No. 69 - Private Roads.
Being in receipt of the City Attorney's interpretation dated
May 4, 1966 and Councilman Fowle's Committee Report dated
May 16, 1966 on the above subject, Chairman Hibner set the
date of June 13, 1966 for afull discussion by the Commission.
VARIANCES:
1. Hsia? Dr. Henry (V-257-66) - Request for Reduction of. Setback
Requirement at three locations on Lot #18, Tract x¢2093•
Commissioner Prentice disqualified himself from the discussion
and voting.
r'.bove matter was continued from the May 91^ Planning Com7ission
meeting. Chairman Hibner read. Minutes of May 9, 1966 concern-
ing the Hsie. application and Minutes of July 26, 1965 regarding
the application of Mary G. Steers, which was returned, without
prejudice, for redesign. Mrs. Steers did not resubmit her
application.
The above applications concern the same property, namely,
lot 418, Tract ;'2093, and upon reinspection by the Map
Committee, it was noted the variances requested, each three
in number, were so similar that it would be inconsistent for
the Planning Commission to arr..rcve Dr. Hsie's application.
There was discussion as to impingement of view and suggestions
of cantilevering and placement of the proposed residence;
however, the Commission agreed the crux of the matter was the
excessive number of variances being requested.
Chairman Hibner requested comments from the Floor.
Attorney J. S. Lawry, representing Mrs. M. G. Steers, stated
the May 9x" Minutes covered his position on this matter, except
there was no objection to Mrs. steers application as reported
therein, but that the owner who moved merely took a negative
stand by not signing approval of the application.
Mr. Herman Frankfurt, realtor renresenting Dr. Hsia, submitted
a contour map of the original subdivision, explaining ho.,
the proposed placement of the house would not block Times.
Tiiller and Steer's view. Tir. Frankfurt requested approval
on two variances, subject to a new map being drawn and subject
to the approval of the Architectural Committee.
Dr. H. J. Beaver, 13333 La Cresta Drive, owner of subject lot
and tract, commented on the applications.
It was the opinion of the Commission that although this is a.
difficult piece of property in regard to variances, there was
no doubt that the proper house can, and will, be designed for
this lot.

Setback Reouirer nt.
Mr. Strong requests approval of reduction of setback require-
ment to 20' from the west property line for location of
residence, garage and driveway (lot r?1, Tract ,113191), in
order to minimize grading, save a large Blue Oak tree ^.nd

lot r'19 (Steers property).

considered in accordance with proper planning. There were
no objections from the surrounding neighbors.
Chairman Hibner requested comments from the Floor.
Attorney J. J. Lawry, representing Pars. M. G. Steers,
questioned the relation of the setback to I"rs. Steers property
(lot 1119)• It -,,72s the opinion of the Commission that the
terrain is such that it does not affect Mrs. Steer's property
in any way and that the variance is only for the garage,
which is one story.
Mr. I-swry stated Frs. Steers is in accord with this arrangement

1. Chairman Hibner reported Mr. T. Ge_mboa submitted a path plan
for Rosehill Estates (322-66).
In order that this plan may be studied at the next Map
Committee meeting, Chairman Hibner instructed the Deputy City
Clerk to place this iter' on the=.genda. for the June 13th meeting.

1. Treat, Sidne_W. - Subdivision under Section III, Subsec. 3:40,
'Srd.inance Iio. 69.
Mr. Sidney W. Treat, 12870 Robleda Road, presented a prelimin-
ary map showing the proposed division of 17.364+ acres into

two parcels - pascal111, containing 4.7 acres with a. hone
site fronting on Rob Leda Road and presently not an _approved
building site; and, morsel 4;'2, containing 12.5 acres, with
access from O'Keefe Lane. Mr. Treat is requesting waiver
of improvements under Section III, Subsec. 3:40 of Ordinance
No. 69.
Following discussion, Commission was of the opinion that
Robleda Road shouldbe improved, lot ;r2 designated "Not
Building Site", and that a sketch be providedshowing the
road pattern for 7'erccl /r2 and the division of future lots on
both rarcels. 21 topographic map will not be required.
