The Regular 2`:eeting of the Planning Cor,ission of the Town of I -os
Altos Hills was called to order by Chairman Don T. Hilener at
7:45 F. Ii. at the Town Hall, 26379 Freront Road, Los Altos Hills,
California.

1. Ayer, Hilliam i;. (V-262-66) -- Request for Reduction in Setback.
Subject property is Lot ;'2, Tract {3879 located on a private
road, Sunset Drive, and request is for a deviation from the
nornal rear setback requirement of 30' to 5' for garage.
Upon insrecti-on, the Map Committee had no objection since
there will still be the required separation of structures and
that the topography is such that no _property owner will be
visually affected by this variance. Mr. Frank J. Taylor,
adjoining owner, stated•a-nproaal in his letter dated June 22,
1966. There were no objections from the other surrounding
property owners.

That the request of William E. Ayer for

VARIZOES (Cont'd.):
Carson, M. Kel (V-263-66) - Request for Reduction in Setback
Requirement.
Property is located at 26315 '-'speranza Drive. Applicant is
recuesting a front setback reduction to 28' (normal setback
is 40') in order to enlarge the present cottage by the addition
of a den, kitchen and utility room. The ex9_stin;; structure was
built prior to the incorporation of the Town and the addition
is an extension of the existing setback. In Mr. Carson's absence,
Sir. R. Ewart, Jr., realtor, explained it is Mr. Carson's intention
to remodel the general appearance of the cottage to be com-
patible with the surrounding area in order to give him a;rroxi-
matel,y three to five years in which to finance and plan a new
home. Lroperty is 1+ acre.
Chairman 3ibner read two letters objecting to the granting of
this variance: 1) David M. Fleming (present at hearing),
26319 Esperanza Drive, dated July 11, 1966; 2) '-. D. and Lois R.
PTecDonald, 26316 Esneranza Drive; and 3) notice of objection
from Kenneth E rhillins (present at hearing), 26326 'speranza
Drive, submitted to the Chairman at time of hearing.
Following a discussion of the objections and a review of the
application, Tanning Commission were of the opinion a temporary
addition could establish a right which would perpetuate the
problem, and that the Commission should have some means of
controlling the situation by limiting the use of the variance
in that the proposed structure be abandoned within a limited
time in order to build a main house or make the present structure
comprtible to the area.
RECMI MMATION:
That the application of M. hei Carson (V-263-66)
be deferred to the July 25th meeting to discuss
this matter with the applicant.

above 14otion with the consent of the Seconder and further
consideration of the James Subdivision, mark III, was deferred
until the Paeecr,ont Hills Subdivision was heard.

Chairman Hibner read Council P''inutes of June 20, 1966 wherein
the Council requested the Planning Commission restudy the
Tentative Map of Pagemont Hills re: 60' right of way.
RECOMC2177)/iTION:
RegarPling Council referral, the Manning Commission
has specifically reconsidered the change of its
recommendation of a 40' right of way to 60' and has
concluded that the Tentative Slap as it now stands is
the best possible compromise of the alternatives
available, particul.crly in consideration of the; fact
that the Planning Commission required additional
roadway over lots 1`24, 9, 10 and 11 over the objection
of the developer, which has added considerably to the
cost and land dedication of the subdivision as
originally conceived, and
That the Tentative Nap of Pagemont dills (315-C-6)
is arnroved in its present form, subject to the
present Check List.

In arriving at the above recommendation, it was concluded that
an addition of � acre tc each of the five steep lots in this
subdivision would have no advantage in this case and a full

discussion followed on the need of an ordinance requiring
criteria for steep lots. Chairman Hibner suggested Commissioner
T_linckley confer with Mr. Nester Barrett for his professional
standpoint on what criteria could be established for steep lots
which would be reasonable and certain. Councilman Davey
stated the answer lies within a new ordinance, of which the
Council is aware, and a new ordinance on grading and covering
steep lots is now under consideration.
Continued Discussion on James Subdivision.
Since Pagemont Hills will. improve only that portion of Three Forks
Lane abutting Lot #20, Tanning Commission discussed that
the October 11, 1966 Check List, calling for the replanning of
the entry at Three Forks Lane and Page Hill Road as a condition
of approval, should remain in effect.

direct access to Fage Mill Road, if an abandonment
o£ Three Forks Lane abutting the westerly boundary
of Lot i'l is presented to the Council; by this
manner the requirement for the improvement to the
entry of Three Forks Lane could be negated.

referred to Fire Chief's letter of June 23, 1966 requiring s

the Fire Chief's requirements, Mr. D. Jan --son withdrew his
original offer (Minutes of June 27, 1966).

were required, pending each Comittee's reco:r.,e:endation.
Additional Conditions were required as follows: 1) dpplicant
agre ais to improve Sherlock -Road with double saal coat of oil
and screenings according to recommendations of Fire Chief,
letter d-tod. June 23, 1966. Road is to be a maxir^.um of 16'
narrowing where topography requires, as long as turnouts are

Although Coemissioner Minckley reported he had net with Engr. Ho,
of Target Engineering, he requested a further deferment to
present a written committee report. The Planning Commission,

possibilities of road patterns.
Chairman Hibner instructed the City Clerk to reschedule the
subject map ."or the July 25°= meeting.
OTHER BUSINESS:
1. Corn,,issloner Hawley requested Chairman Hibner to agenda the
subject "PRIVATE ROADS" for the August 8t meeting. City Clerk
was so instructed.
