1 August 8, 1966
The Regular Meeting of the Planning Commission of the Town of Los
Altos Hills was called to order by Chairman Don T. Hibner at
7:48 r. M. at the Town Hall, 263?9 Fremont Road, Los Altos Hills,
California.

ANNOUNCEMENTS:
1. Notice of Public Hearinp, given by Zoning Administrator of the
City of Palo Alto for Use Permit for Church and related
facilities at 4237 Manuela Avenue, Palo Alto, to be held
August 9, 1966 at 4:00 P. F., City Hall, Palo Alto.
Commissioner Ashby arrived at ']:52 P. M.
COUNCIL REFERR,ILS:
1. Council requested Planning Commission recommendation on
minimum right of way for all public roads, except cul-de-sacs
(Ord. #69, Sec. VI, 6:20 Roads).
Ordered for August 22nd meeting.
VARIANCES:
1. Gould, Richard H. (265-66) - Request for 12' Fence within 25'
of property line for tennis court at 25625 Elena Road,
There were no objections from property owners or Map Committee.
RECOMMENDATION:
That the request of Richard H. Gould (V-265-66)
for 12' fence within 25' of the property line be
�.! approved as submitted.
MOTION: Prentice; SECOND: Benson; VOTE: Passed unanimously.

Commissioner Hawley arrived at 8:00 F. M.
At the suggestion of Chairman Hibner, the variance application form
was reviewed and revised as follows:
ACTIOI :
That the variance application form be revised in that
the following requirements on the plot plan be mandatory
for the submission of a variance:
1. 9 - Scale
B - Site location map
C - Names and approximate size of all adjacent
or opposite properties
K - Plan of proposed construction
2. That the five copies required be a reproduced print.

OTHER BUSINEP.S:
1: Discussion - Private Roads.
Since this item W -s agendaed at the request of Commissioner
Hawley, he opened the discussion with the following, proposal
for private roads in new subdivisions, as set forth in his
letter to Councilman Poi,ile dated May 26h. Summarily, this
proposal, in addition to the rigid controls proposed by Coun-
cilman "ovule in his Committee Report dated May 16, 1966, would
allow the creation of any non -through road as a private road
depending upon the following criteria:

(a) absolute understanding as to the existence and mechanics of
a maintenance agreement;
(b) private road built to exacting standards;
(c) require subdividers to show in deed it is a private road and
subject to a maintcn^.nce agreement;
(d) have the private road a single ownership, rather than an easema.t;
(e) private road will not be included as a portion of the developed
lot.
This proposal also recommended a maintenance agree=nt regardless
of the number of lots on a private road.
ldvantages of a private road over a public road were discussed, with.
Commissioner Hawley contending 1) rri.vacy is the biggest asset,
2) narrower pavement, and 3) people getting together, loading to
beautification of the road.. Commissioner Prentice failed to see
any advantage to a private road. One point that was favorably con-
sidered by the entire Commission was that a ,-:i.vato road should be
deducted from the net acreage.

spoke in favor of Commissioner Hewley's proposal: Limes. Bell and
Tones, and Facers `nencer, bell, Scdlacheck (Trustee for maintenance
of Glildcrest Drive), and Janssen. Mr. i... H. Lachenbruch commented
on the policing of private roads.
Commissioner Benson was excused at 9:15 1. F.
It was discussed the basic starting point should be the suggested
limit of lots on a private road.
Commissioner ": shby was excused at 9:20 - TS.

That it be suggested to the Council that private roads
be permitted in excess of five lots under the conditions
a, b, c, d and e, as set forth in letter dated May 26th
from Commissioner Hawley to Councilman Fowls.

Motion failed. Copies of Commissioner Hawley's letter will be sena;
to the Commission for further study.
The Committee Report of Councilmen Fowle and Bowler was then thor-
oughly discussed, point by point, and amendments suggested. 11.thou;i.
it was favorably considered by the majority of the Commissioners thp.t

ditional exceptions as stated in the report could solve many of the
problems, no conclusion was reached as to the procedure to be

roads be eliminated to avoid these proble�is, however, the Notion
died for lack of a Second. Com-issionar Sherlock questioned
ro;hethor the Town is prepared to maintain the resultant network
of Public roads.
Commissioner ITentice moved that the Committee Report be approved
s emended, however, the Notion died for lack of a Second.
