HomeMy WebLinkAbout10/24/1966PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING October 24, 1966 The Regular Meeting of the Planning Commission of the Town of Los Altos Hills was called to order Monday, October 24, 1966 by Chairman Don T. Hibner, at 7:45 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Commissioners Benson, Minckley, Prentice, Sherlock, Chairman Hibner ABSENT: Commissioners Ashby (arr. 7:47 P. M.), Hawley (arr. 7:55 P. M.) COUNCIL REPRESENTATIVE: Councilman Gordon E. Bowler APPROVAL OF MINUTES: October 10, 1966 ACTION: Adopt Minutes of October 10, 1966 as submitted. MOTION: Prentice; SECOND: Benson VOTE: Passed unanimously. Commissioner Ashby arrived 7:47 P. M. COMMUNICATIONS: None. ANNOUNCEMENTS: None. OLD BUSINESS: 1. Chairman Hibner announced that Mrs. E. L. Ginzton, Vice -Chairman of the Pathways Committee, wishes to have a study session with the Planning Commission and her Committee in the near future. 2. Commissioner Ashby reported she had received a telephone call from a citizen regarding the noticeable absence of paths in Champagne Heights Unit 01, since homes are currently being built. E'rigr. Nach'csheim will chuck the path requirements in this subdivision. VARIANCES• 1. Corney, Edward (V-269-66) - Request for reduction in Setback requirement to construct stable. Stable is to be constructed at 26063 Todd Lane and requires two (2) variances: 1) a reduction in setback requirement to 28' from the side property line and a front setback reduction to 32' from Todd Lane. 4 VARIANCES2 Corney (Cont'd.): Property was inspected by map Committee, who had no objections, and. was of the opinion this was the most desirable and feasible `, location for a stable. There were no objections from the surrounding neighbors. RECOMMENDATION- That the request of Edward Corney (V-269-66) for reduction of setback requirement to twenty-eight feet (281) from side property line and front setback reduction to thirty-two feet (32') from Todd Lane be approved as submitted. MOTION: Benson; SECOND2 Ashby; VOTE: Passed unanimously. Commissioner Hawley arrived at 7255 P. M. Commissioner Prentice pointed out that the subject map was not to proper scale as required by the variance form and that the contours were not properly indicated. Commissioner Prentice felt it was a Staff function to ensure that the proper map was before the Commission. The Question was called: VOTE: Passed unanimously. DIVISIONS Or LAND- BUILDING SITE APPROVAL: Access to property in question is from Prospect Avenue, a County maintained road. It was noted that in requiring a ten foot dedication, the property (1.0078 net acres) would become sub- standard. Discussion followed as to whether there could be building site approval. Commissioner Hawley said he had previously requested an opinion from the City Attorney and was informed that if a pre-existing comes before the Commission for building site approval, the fact that it is under one acre does not have any significance and. that the Planning Commission does not have the right to refuse._ approval if all setbacks can be riot. In view of this discussion, a Check List was made with tha additional condition of approval that a ruling be obtained from the City Attorney that the amount required for futuro street widening need not be deducted from the gross acreage of the parcel. In addition, the Check List called for a ten foot strip x 120' for future street widening and that the full dedication be 30' from thc, centerline of the road along the northerly side of P--ospec` Avenue for public thoroughfare; in lieu path payment for ` 120' on Prospect Avenue and landscaping required along the -2- 1. 4_arnor, Brent (BSA -31-66) 1 lot. Ldewman bring before the City Council a landscape plan, taking into consideration the existing large oak, showing the proper =acing and number of trees along the 120' frontage, so that the: City Council can incorporate this in-�o the Chack List without delay. Nawman questioned as i;o who would maintain these tracts since in b.is sub=ivisions he had provided healthy 'creel and a large number have c'.ied for lack of maintenance following his one year mai:ntenanca period.
