HomeMy WebLinkAbout11/28/1966PLANNING COMMISSION T0WN OF LOS ALTOS HILLS MINUTES OF A REGULAR nEETING November 28, 1966 The Regular Meeting of the Planning Commission of the Town of Los Alto=_ Hills was called to order Monday, November 28, 1966, by Chairman Don T. Hibner, at 7:46 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Commissioners Ashby, Benson, Minekley, Sherlock, Chairman Hibner A3SINT: Commissioners Hawley, Prentice (art. 7:47 P. M.). Commissioner Prentice arrived immediately after Roll Call. COUNCIL <cFRESJNTATIVE: Councilman John M. Fowle APPROVAL OF MINUTES: November 14, 1966. Correction: P. 4, Council Referral, Champagne Heights Unit #2, RECOMMENDATION, add 'in principle' as follows:.....be approved, in principle, in accord- ance with.,..... . ACTION: That the 1•;inutes of November 14, 1966 be approved as amended. MOTION: Prentice; SECOND: Sherlock VOTE: Passed unanimously. COMMUNICATIONS: 1. Memorandum from Mrs. J. L. Morgan, Staff, advising that Mr. 3. C. Bachtold, of the Maintenance Department of the State Division of Highways, wishes a meeting with the Planning Commission to discuss the landscape plans for Junipero Serra Freeway. Coemiission concurred that a foxn:al public hearing should be held and Chairman Hibner ordered this matter be an item of the Agenda for December 12th and that Mrs. c. L. Ginzton, Chairman of the Pathway Committee and Mr. P. Burchard, Chairman of the Landscape Committee be so notified. ANNOUNCEMENTS: .. Joint Meeting of Los Altos and Los Altos Hills Planning Commissions. Commissioner Benson announced that the proposed date for the joint meeting of the Los Altos and Los Altos Hills Planning Commissions has been confirmed by Mr. H. 'Rid.91a, Planning Director of Los Altos, and that sail meating will be held on Wednesday, December 7, 1966 at 7:30 F. ii. at Pieracci's Restaurant, Los Altos. Councilman Fowle `, stated h_, or another Council representative, would attend. ANNOUNC3McNTS Cent'd.: 2. _deatins of Aid-Peninsula Foothills Planning Group. Commissioner 3enson announced that this Group will meet Thursday, J.Ica_.::ber 1st at the Palo Alto City Hall, at which time the guest speaker will be Mrs. E. L. Ginzton, Bice-Chairman of the Pathways Cow-ittee for Los Altos Hills, ani invited the Planning Commissioners and citizens to attend. OLD BUSIN.SS: 1. Continued hearing of Council Referral (11/7/66) re Champagne Heights Unit,.......Deferred to end of .agenda. VARUN C'dS: 1. 3arker, Wm. A. (V-270-66) - Request for Reduction of Setback Require- mant for Stable and Swimming Pool. Property is located on a private road, opposite Vista del Valle Court, and is 'gown as 26444 Taaffe Road. Mr. Barker has requested two variances, which were considered separately by the Commission. 1) Reduction of setback requirement to three feet (3') from side yard to construct a stable...... Site was inspected by Map Committee and noted the terrain is most unusual and that a considerable variance was granted to build the home. Mr. kobert Doak is the only neighbor (imnediately affected by the proposed stable and his home is a goof dis- tance from the property line and has a stable 50' from the proposed stable. There ware no objections from Mr. Doak, nor from any ether surrounding property owners. RECOMMENDATION: That the request of William A. Barker (V-270-66) for reduction of setback requirement for stable to three feet (3') from side :yard be approved as submitted. MOTION: Ashby; SECOND: Frentice; VOTE: Passed unanimously. 2) Reduction to three feet (3') from right-of-way easement to construct Roo! ...... Site was inspected ny Map Committee and it was noted the unusual situation in that the private road, on which future homes are not forsean nor which would become the responsibility of the City, is a 50' easement and 40' is the setback requirement from the easement line. Mr. Barker stated the private road is a restricted easement to afford entry to the neighbors' homes. In view of the fact that the proposed pool site would require removal of trees and considerable engineering to retain the earth, Chairman Hibner suggested a downhill location for the pool; however, i;r. Bark --r stated he had studied the situation and the proposed location afforded the sunniest spot and was more convenient to the house. There war¢ no objections from surrounding neighbors. Commission ccncur,ol there was no other possible location for the pool; however, Councilman Towle did suggest the possibility that the neighbors might relinquish part of the 50' easement to reduce the variance requested. -2- ✓n,RIAUC,S; Barker (cont'd.): ? MOTION: Beason; SECOND: Ashby; VOTE: Passed unanimously. Commissioner Prentice stated the map was inadequate and should not have been accepted by tho Staff, since it was not to scale and that this was a clear oxample where contours shoul, have been drawn. 2. Davis, Robert T. (V-273-66) - Request for reduction of setback requirement to 15' for addition of carport. Property is located at 14510 Miranda Rnad and Mr. Davis has raqu-estal a reduction in setback requirement to 15' for addition of caroort. Property was inspected by flap Committee and it was noted there is a sharp rise of so.e 15' to the adjacent property and the addition would not affect the immediate neighbor, Mr. F. A. Graber. Since the drainage linas are in the front, Commission concurred this is the only suitable location. There ware no objections froze surrounding property owners and. The ?reliminary Discussion (Kendall) was taken as the next order of business, since Old Business - Champagne Heights Unit 02, had been deferral to the end of the Agenda for thorough review; however, Commissioner "inckl.;y questioned the fact that the preliminary discussion was listed after Adjournment an -1 expressed concern that the preliminary hearing would be considared a part of the official record. Planning Com'wission reviewed preliminary map dated September 1965 showing a two lot su,division (lot Al with house and accessory buildings) located on Central Drive and bordered on the north by Pace M01 Road (County). At this .oseting, however, Mr. Rice stated he was aware of problems on Central Drive and submitted an alternate preliminary map with access from rage :dill -Road. Mrs. Ginzton stated the Committee will cooperate with any suggestions the planning Commission might make in wor=ing with the man in planning new subdivisions. ` CLD 3USINB S: 1.
