The Regular Dieeting of the Planning Comuission of the Town of Los Altos Hills
was caller to order Monday, December 12, 1965 by Chairman Don T. Hibner
at 7:52 P. M. at the Town. Hall, 26379 Fremont Road, Los Altos Hills, Calif.

1. Chairaan Hibner announced the Los Altos Planning Commission and the
Los Altos Hills Planning Commission had a most enjoyable "get acquainted"

OLD 3USINESS:
1. :Cendall, T. W. - 2 lots - Preliminary Hearing continued from 11/28/66.
In the absence of contour maps, Engr. Nachtsheim reported that it is only
possible to say that the Page Mill access is physically possible ani
that an in lieu payment for Central Drive could not be pre-determim_d in
view of the study by the MAPS Citizens' Committee and Mr. N. Barrett,
Chairman Hibner advised Mr. R. Rice, representing Mr. Kendall, that
irrespective of the access, construction of improvements or an in lieu
payment would be required for Central Drive in accordance with ordinance
!So. 59. Mr. Nice stated he had no objection to an in lieu pay!�ient, how-
ever, he was limited to the amount and requested the Planning Conw.)issior,
- to set an amount at this time, with a payment at a future date. Chair_lan
Hibner further advised Mr. Rice that an estimate could not be made on an

unknown quantity since the status of Central Drive depends upon a
major policy decision by the Council, together with the Citizens'
Corr:;aitt2e and Mr.-narrett, and the time of that decision is not known;
however, Mr. Rice has the prerogative to appeal to the Council.
Mr. D. Spencer, 27490 Sherlock goad questioned the procedure of
hearing preliminary discussions. Chairman Hibner informed Mr. Spencer
that preliminary hearings are normally heard after Adjournment, however,
it is the prerogative of the Chairman as to when the hearing will be a
matter of record.
NOW BUSIKESS: Landscape Plan (7reeway).... Deferred to end of Agenda.
DIVISIONS OPLAND: Tentative Maps.
1. Silver, John A. III (302-65) 2 lots - Ongrs. Geo. S. Nolte.
Property is located on Roulada goad, opposite Quail Lane. Tentative
Nap was approved by Planning Commission on 6/28/65 and Sy Council on
7/19/65; however, it is once again before the Planning Commission because
one year has elapsed jefore the filing of the Final Map.
Inspection by iAap Committee revealed that access is possible as shown
on the map ar.3. recommended that the prior Check List be accepted.
Chainsan Hibner read original Check List (Helene Prentiss) dated 3/19/6/.
and re -affirmed for John A. Silver on 6/28/65, noting the additional
conditions of no entrance on Rohleda, access, and special exception that
lot 41 is slightly undersize by approximately 88 sq. feet due to the
large dedication along Robleda. Health Department requirements (5/23/55)
remain.
A Check List was prepared in accordance with the original Chack List.

That the Tentative Map of John d. Silver III (302-5L)
be e_oproved, in accordance with Check List dated
December 12, 1966 and approving Agencies, specifically
the Santa Clara County Health Department.
MOTION: Hawley; SECOND: Ashby; VOTE: Passed unanimously.
Mrs. R. L. Jones, President of the Los Altos Hills Association, objectni
to a Int under one acre being approved, no natter how small the
discrepancy. Chairman Hibner stated this exception was by rule of
reason, a function of the Planning Commission.
NEW BUSINESS:
1. Landscape Plans for Junipero Serra Freeway - Route :280 - Discussion. with
Division of Highways.
Chairman Hibnor opened the Public Hearing at 9:00 P. M. and introduced
Mr. J. A. Gordon, Landscape Design :architect for the State Division of
Highways, who was present at the request of the Tree Planting Ccramittee
to discuss tho proposed plantings for Routa #280 through Los Altos Hills.

NEW BUSINESS: Freeway Landscape Plans cont'd.:
Mr. Gordon stated that the Peninsula Design Committee, a three County
Committee, coordinated in certain of the criteria that the landscaping
be as compatible to the communities as possible in an overall design,
and not as separate projects. Mr. Gordon presented landscape plans
covering the area from Foothill Blvd. to Page Will Road, Route 4280,
showing random planting of masses of native trees and shrubs and re-
flecting the trees out of the right-of-way, with natural grasses and unusua.
ground coverings, keeping it as informal as possible; that it will be
a flexible, continuing project for new development in the immediate
area of the Freeway. Mr. Gordon pointed out the heavy screening where
there were homes in the immediate area. Mr. Gordon also reported that,
after much study for the most strategic location, a site has been
selected for a maintenance building (drawing submitted) located off
Christopher's Lane and opposite Page Mill Road, the architecture of
which will conform to the rural area and be heavily landscaped and fenced.
Comments and questions were heard froo-the following: Mrs. R. L. Jones,
President of the Los Altos Hills Association, Mrs. R. Towle, Mr, C. S.
French, Councilman Aiken, Mrs. B. Eastman, a member of the Peninsula
Design Committee, who commended the Highway Staff for their tremendous
efforts and cooperation in incorporating their views, and Mr. P.
Burchard, Chairman of the Tree Planting Committee,. whose Committee
agreed with this plan of greenbelting with random planting instead
of rigid planting.
Chairman Hibner referred to Mrs. Ginzton's letter, deferred from P. 1,
Communications, to which Mr. Gordon replied that the State was sorry to
say no, since the area was out of their right-of-way.
Councilman Aiken suggested increasing the number of tall trees,
especially in the Magdalena area, since the screening of the road from
the houses above the Freeway is of vital concent to the Council; he
further stated he was most impressed with the plan and,as official
representative of the City Council at this Planning Commission meeting,
expressed the appreciation of the Council.
At 9:39, Chairman Hibner closed the Public Hearing, stating that
Mr. Gordon would be available for questions after adjournment. On
behalf of the Commission, Chairman Hibner thanked Mr. Gordon for his
presentation and cooperation.
