MINUTES OF AN ADJOURNED REGULAR MEETING
December 27, 1966
The Adjourned Regular Meeting of the Planning Commission of the Town of Los Altos
Hills was called to order Tuesday, December 27, 1966 by Chairman Don T. Hibner at
7:52 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California.
ROLL CALL: PRESENT: Commissioners Ashby, Benson, Hawley, Chairmar. Hibner;
Commissioner Sherlock arrived 8:00 P. M.
ABSENT: Commissioners Minckley and Prentice
COUNCIL REPRESENTATIVE: Councilman Gordon E. Bowler
APPROVAL OF MINUTES: December 12, 1966.
ACTION:
Adopt Minutes of December 12, 1966 as submitted.

COMMUNICATIONS:
l.. California Roadside Council - Letter, doted 14, 1966 --subject: Federal Lew
and Acquirement of Removel of Non -conforming Advertising Sigps. Chairman
Hibner stated the letter was not applicable to the Town (Town has an ordinance
prohibiting signs).
ANNOUNCEMENTS:
Chairman Hither -announced that the Regional Planning Committee will hold a general
meeting at the City Hall, Ps.lo Alto on Thursday, J:,nuary 5, -967 at which James W.
Pott, Director of Public Works, Santa Clara County, will speak on '.The County Road
System'. He suggested that Commissioners might like to attend this meeting.
COUNCIL REFERRALS:
Discussion of Freew2j - Designation as 'Scenic Highway'; Location of Maintenance
Building and Landscape Plan.
Deferred to the end of the Agenda.
OLD BUSINESS: None.
NEW BUSINESS: None.
VARIANCES:
_. Stutz, Robert S. (V-274-66)- Request for Reduction of Setback Requirement for
New Garage and Shop.

Commissioner Benson reported for Map Committee, recommending approval of re-
duction of setback requirement to thirty-four feet six inches (3','6") fro:r.
�r Elena Road for construction of a new garage and work shop at 25310 Elena Road,
and subject to the removal of the existing garage.
Mr. Stutz stated the existing garage will be removed with exception of the sl:b
which will be used to connect with driveway for a turnaround.
RECOMMENDATION:
That the request of Robert S.. Stutz (V-274-66) for reduction in setback
Requirement to 34'6" from Elena Road to construct e new gorge and work
shop be approved as submitted.

Commissioner Sherlock arrived (8:00 P. M.).
2. Davis, Donald (V-275-66) - Request for TWO Reductions in Setback Requirement
77 7, New Residence.
Chairman Hi.bner stated the variance was requested due to an error by the
Building Department. Measurement for setback was made from the curb instead
of right of way (house being constructed at 2662+ Via Cerro Gordo), thus re-
quiring reduction to thirty-four feet (34') from Via Cerro Gordo and reduc-
tion to thirty feet (30') from Briones Way. He pointed out there were no
objections from adjacent property owners.
Commissioner Hawley commented on whether or not the error was the responsibility
of the Building Department and suggested the request be considered irrespective
of the error.
RECOMMENDATION:
That the request of Donald Davis (V-295-66) for reduction in setback
reauirement (two location8)--34' from Via Cerro Gordo end 30frori
Briones Way be approved as submitted.

OTHER BUSINESS:
1, Ordinances 116 and 11? - Ch':irman Hibner requested these two Ordinances be or,
the Agenda for next rieeti.ng--Janu ry 4, 1969 for discussion. He further
requested that the City Attorney be invited to the attend the meeting to dis-
cuss the ordinance and answer questions.

Chairman Hibner explained the City Council adopted Ordinance No. 116 which
establishes regulations for dedication of land, p:-yment of fees, or moth for
parks and recreational land in subdivisions, and shortly thereafter adopted
Ordinance No. 117 which amended secitons of Ordinance No. 116; further in
the Planning Commission should study the ordinances since it would be the body
to explain the provisions to subdividers.
Councilman Bowler explained that due to State- leg1511tion relative to Perks
and Recrecti on«]. 1-.' ', the requirement for dedication in subdivisions, the
Council had revised the Master Plan --added Recreational Element and then
adopted Ordinance No. 116 which tvas subsequently amended by Ordinance No. 11�,
2. Freeway - Landscaping, Maintenance Building and `Scenic Highway',
Chairman Hibner read 'Conclusions of Freeway Landscaping' d,ted Dec

proposed by State, but felt the plan is more for the benefit of the tr,1e11cr

Chairman Hibner stated he felt there should be hearing, with publicity,
the Council in order for all the Townspeople to be aware of tho plans.
Relative to location of proposed maintenance building, it was the consensus of
the Commission that the State might consider some location other th r ebr stein-

The following persons, residents on Christopher's Lane, were present toLeon S, Chrssor:,
objections to the proposed site: Messrs. Same• Lewis, Jr.,
Oscar Sobel, Sherwin Kr;vita, Devereaux Pedley and Robert Saunders.
Their objections were on the following basis:
Ail homes are elevated above the proposed sate --no amount of planting
could screen the area from view.
The only access to site would •ho Christopher's Lane, an arae of expensive
torics— passing troch and perked vehicles of employees would ''e offensive.
The two adjacent lots, now vacant, would probably never be developed due
proximity of maintenance building
The rossibility of expansion of the facility.
The residents on Christopher's Lane were of the opinion that their homes
would decrease in value if the maintenance building were constructed where thc-

RECO.MMEND"TION:
That the City Council appoint a committee, consisting of or< r,ber

Letter from Mrs. rois C. Nagle, Director at Large to the Committee for Crecn
Foothills, dated Dec. 7, 1956, was reed and discussed by Chairman Hibner.,
Following comments by Mrs. Hogle, questions arose ss to what conditions o^
requirements arc imposed cn a city designating r 'sc(nic highway', the re-
quirement -or dedic,ition of 'scenic corridors', the (kFinition of s 'ecerlc
highway', end whether the route is planned for the traveller or for Che
adjacent nei-hbor;o-
Commissioner Penson. Secretary to the Planning Commission, was asked make
an inquiry to aooc,.to�n answers to the questions.
Councilman Dealer suggested that_ another site be sought to recommend to the
Division of Highways,
