TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR ADJOURNED MEETING
June 23, 1969
Chairman William A. Perkins called the Regular Adjourned Meeting of the
Planning Commission of the Town of Los Altos Hills to order at 7:52 P. M. at
the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The follow-
ing members answered roll call: Present: Commissioners Hibner, Minckley,
Weisbart and Chairman Perkins. Absent: Commissioners Dawson, Lachenbruch
and McReynolds.
COUNCIL REPRESENTATIVE: Councilman John M. Fowle
APPROVAL OF MINUTES: June 9, 1969.
Corrections:
Page 2, 3rd paragraph, last sentence should read: "and follow the Town's
desired informal policy of requiring a 30' setback from one street when
property is bounded by two or more streets and a 40' setback is observed
on one of these streets."
Page 4, 1st paragraph, last sentence should read: "....it should be
considered in the slope density computations as required by ordinance."
Commissioner Hibner moved, seconded by Minckley and carried unanimously,
that the Minutes of June 9, 1969 be approved as corrected.
OLD BUSINESS•
1. CONSIDERATION OF MORATORIUM ON DEVELOPMENT IN THE CENTRAL DRIVE AREA.
Mr. George Mader, Town Planner, reviewed his memo to the Commission dated
June 9, 1969, noting the following:
1) The development moratorium is proposed for the area bounded by Moody Road,
Moody Court, Central Drive and Page Mill Road (MMCP Area).
2) The basis for a moratorium in the MMCP Area would be existing and future
circulation problems for this area.
3) Proposed that the Town not accept applications for building site approvals
or subdivisions and also prohibit the construction of new buildings within
the MMCP Area for a moratorium period of approximately 6 to 8 months.
Mr. Mader noted the City Council might reserve the right to grant exceptions
where such exceptions would not appear to jeopardize the proper planning and
development of the area.
4) The moratorium would give the Town time to prepare a circulation plan for
the area and propose road standards.
5) A distinct possibility exists that a study might result in recommendation
for a longer moratorium for at least part of the MMCP Area than the originally
proposed 6 to 8 month moratorium on development.
OLD BUSINESS: MMCP Area Moratorium cont'd.:
Commission discussion ensued concerning basis for a moratorium, procedures
for implementing same, and financing requirements for a study, with Floor
(40 participation by Donald E. Spencer, 27490 Sherlock Road, Mrs. F. Fava,
26691 Moody Road, Mrs. D. Miller, 13076 Vista del Valle Court, Mr. A. M. Laws,
11210 Hooper Lane, Mrs. Mary Steers, 11641 Buena Vista Drive, and Tom Marshall,
25560 Altamont Road.
The following points were clarified during Commission discussion:
1. Commission concurred the basis for a development moratorium was a
circulation problem in the area, but noted long term peripheral problems,
such as drainage, should be included in a study of the area.
2. The desirable approach would be to complete General Plan Revisions for
the entire Town before developing sub -area plans, but a circulation plan for
the MNCP Area could be developed prior to completion of the General Plan
Revision if fund limitations necessitated same.
3. Commission concurred it would be desirable for the Council to hold a
Public Hearing on the proposed moratorium and send written notice to all
property owners within the affected moratorium area.
RESOLVED:
WHEREAS, the Planning Commission of the Town of Los Altos Hills is
conducting, and will continue to conduct, studies relating to a portion
of said town, being generally described as the area bounded by Moody
Road, Moody Court, Central Drive, and Page Mill Road, the exact boundaries
of which said area are shown upon Exhibit A attached hereto and by this
reference incorporated herein; and
WHEREAS, it is apparent that said area presents a number of planning
problems which are not found in the balance of the town, and
WHEREAS, said studies are concerned with and will cover, without
limitation, subjects such as existing and proposed land use, density,
traffic circulation, drainage, utility supplies, and needed regula-
tions in connection therewith, and
WHBREAS, continued development of the area without completion of
said studies will render said studies less valuable, and will irre-
versibly interfere with proper planning and development of said area,
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE
TO141N OF LOS ALTOS HILLS that said Commission does hereby recommend to
the City Council that it take all necessary steps and that it enact all
necessary legislation in order to impose a moratorium upon further
development of said area, and specifically, that it prohibit the issuance
of new building permits, site development permits, and subdivision and
building site approvals with regard to property within said described
area, all for a period of six months.

MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Weisbart, that the above Resolution recommending the City Council
impose a six (6) month moratorium on further development in the MMCP Area
`, be adopted, was carried by the following roll call vote: Ayes:
Commissioners Hibner, Minckley, fVeisbart, Chairman Perkins. Noes: None.
Absent: Commissioners Dawson, Lachenbruch, McReynolds.

2. CONSIDERATION OF LONG TERM FINANCIAL PLANNING.
Chairman Perkins reviewed memo dated June 15, 1969 prepared by Commissioners
Lachenbruch and Perkins, noting the following:
1) Definitive action on financial planning must be taken now and in the
future to insure that the rural living concept is still meaningful when
the Town is fully developed.
2) Fiscal projections are urgently needed for the near (3-5 years) and
long term (10-20 years) on items such as, public works, open space acquisi-
tion, recreational areas, police and fire protection, technical services,
Tann Staff, and Town Hall facilities.
3) Some of the items on which fiscal projections are needed are directly
related to Planning Commission problems; others are not. Hence, it is felt
that the Planning Commission should not have primary responsibility for
preparing the fiscal projections.
RESOLVED:
BE IT RESOLVED that the Planning Commission recommends to the
City Council that the Town Manager and Staff propose a program
for preparing fiscal projections, including costs and revenues,
and that the program be submitted to the City Council for
implementation.
FURTHER, BE IT RESOLVED that the proposed program be submitted
not later than September 1, 1969.
IN CONJUNCTION HEREWITH and in support of this action, the back-
ground information contained in the memo dated June 15, 1969 prepared
by Commissioners Lachenbruch and Perkins be transmitted to the Council.
MOTION,SECOMDED AND CARRIED: Commissioner Minckley moved, seconded by
Hibner, that the above Resolution recommending long term fiscal projections
be adopted, was carried by the following roll call vote: Ayes: Commissioners
Hibner, Minckley, Weisbart, Chairman Perkins. Noes: None. Absent:
Commissioners Dawson, Lachenbruch, McReynolds.
OTHER BUSINESS•
1. Commissioner Weisbart reviewed proposed development plans by the City
of Palo Alto for the area bounded by Foothill Expressway, Hillview Avenue,
Page Mill Road and Arastradero Road, noting the possible future annexation
to Palo Alto of approximately 90 acres of unincorporated area along Page
Mill Road that is tentatively being considered for low-income housing and
apartments. Commissioner Weisbart noted this matter is of prime concern
to the Town and a need exists for a Town representative to attend all
meetings of the City of Palo Alto relative to development in this area.
Chairman Perkins recommended Commissioner Weisbart represent the Planning
Commission at meetings with other jurisdictions affecting this property.
Commission concurred and further requested the Town Planner attend said
meetings, if possible.

OTHER BUSINESS cont'd.:
2. Town Planner reviewed State requirements that a housing element be
adopted as part of the General Plan by July 1, 1969, noting the following:
a) State has advised that a two phase program is acceptable, with the
first phase involving identification of housing problems and preparation
of procedures, with the second phase concerning implementation of the
housing element.
b) The County -wide Housing Element will be referred to the Town in the
near future for review and the Town Planner is completing a draft on the
Town proposal for a housing elemant.
Mr. Mader suggested these two items be tentatively scheduled for the July
Study Session.
ADJOURNMENT:
There being no further business to come before the Commission, Chairman
Perkins adjourned the meeting at 9:53 P. M. to:
