MINUTES OF A RSGULAR ADJOURNED MEETING
July 28, 1969
Chairman dilliam A. Perkins called the Regular Adjourned Meeting of the
Planning Commission of the Town of Los Altos Hills to order at 7:46 P. M.
at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The
following members answered roll call: Present: Commissioners Minckley,
McReynolds,=eisbart, Chairman Perkins. Absent: Commissioners Dawson,
Hibner and Lachenbruch.
COUNCIL RBPRSSENTATIVE: Deputy Mayor Walter A. Benson.
APPROVAL OF MINUTES: July 14, 1969.
Amendment: Page 7, Bobb Tentative Map, first paragraph should read:
"Staff report was presented recommending that the applicant's
engineer submit additional information .........
Commissioner Minckley moved, seconded by Weisbart and carried unanimously,
that the Minutes of July 14, 1969 be approved as amended.
COMMUNICATIONS:
1. Professor Girard of Stanford University, representing Committee for
Green Foothills, noted potential destruction of natural qualities and scenic
beauty by the proposed Stanford Development for the Coyote Hill area bounded
by Foothill Expressway, Deer Gulch, Hillview and Arastradero Road.
Professor Girard urged the Commission to send a representative to the Palo
Alto Planning Commission meeting, Wednesday, July 30, to ask Palo Alto for
a joint meeting with Los Altos Hills before any action on the proposed
development is taken by Palo Alto.
Commission concurred Commissioner Jeisbart should represent the Commission
and noted Councilman Helgesson would represent the City Council at the
July 30th meeting.
2. Mrs. Lois Bogle, representing Committee for Green Foothills, reviewed
petition urging Stanford University and the City of Palo Alto to cease
issuing building permits and approving further land divisions for that
area bounded by Foothill Expressway, Page Mill and Arastradero Roads, and
Junipero Serra Freeway, until the Palo Alto Foothills Study and Los Altos
Hills revised General Plan are nearer completion.
COMMITTEE REPORTS:
Commissioner Minckley noted the General Plan Committee had reviewed the
Preliminary Housing Clement and this would be reviewed under Study Session
items.

1. City Manager noted a press release had erroneously indicated Cupertino
had completed spheres of influence discussions with Los Altos Hills. City
Manager stated no action had been taken by Los Altos Hills and discussions
with Cupertino were continuing.
2. City Manager noted the Council had referred the County -wide Housing
Element to the Commission for its review.
VARIANCE,:
HOLM, ALAUS (V-333-69) - Request for 15' reduction in rear and side
setbacks to 15' for pool at 12440 Hilltop Drive.
Staff report was presented noting a revised map had been submitted, indicat-
ing contours and precise location of the proposed pool and all improvements.
Town Planner noted the possibility of rotating the pool parallel to contours
so as to minimize grading.
Commissioner .3eisbart presented Map Comittee Report, favoring a pool re-
location within 30' setback lines and suggesting possible removal of garden.
Mr. and Mrs. Holm and Tony Dunsford, representing Anthony Pools, spoke in
support of the variance request noting 19 area property owners had signed
approval of the variance request and that rotating the pool would create
cost and engineering disadvantages.
`r MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
McReynolds and carried unanimously, that pursuant to Section 65-906 of the
State Planning Act, the pool be relocated parallel to the contour lines
and a ten foot (101) reduction in rear and side setbacks to twenty feet
(201) for pool at 12440 Hilltop Drive be approved.

1. PUBLIC 1 -BARING 014 ANIMAL ?_IGULATIONS.
Chairman Perkins noted the Commission would be conducting an informational
Public Hearing, rather than a legal Public Hearing and that additional
Public Hearings will be held, should ordinance amendments be considered.
Chairman Perkins reviewed Staff summary (on file at the Town :-fall) of the
Citizens Committee Report re animal regulations, noting the following:
1. Generally speaking, structural changes would apply to new stables or
additions and not existing stables.
2. Annual permits should be required for all private and commercial stables.
3. Shelter must be provided for all horses.
4. Minimum size lot for horses would be one (1) acre, with two horses
permitted thereon, and one (1) additional horse for each additional half ('.)
acre.
5. Commercial stables would require Conditional Use Permits.
6. Commercial stables would not provide horses for rent or hire.
4W 7. A Citizens Inspection Committee would make inspections in response to
complaints received by the Town.

Chairman Perkins declared the Public Hearing open at 8:11 P. M. and
Commission discussion ensued concerning animal regulations, with Floor

McMahon, 13531 Burke Road; Mrs. D. Miller, 13076 Vista del Valle Court;
A. M. Laws, 11210 Hooper Lane; Mrs. D. Saviano, Chairman of Pathway Committee,
Helen Marks, 11460 Magdalena Road; Bob Coombes, President of Los Altos
Junior horsemen, 12113 Foothill Lane; Betty Byrne, 25562 Fernhill Drive.
Mr. C. E. Bradberry, Citizen Committee member, noted the Staff summary was
not in agreement with the Committee report, as follows:
1) A comprehensive grandfather clause should be incorporated in all areas
of animal regulation.
2) The Committee unanimously rejected permit requirements for private
stables and this essentially eliminates the need for a Citizen Inspection
Committee.
3) A shelter should be provided for all horses, but this need not be a
structure.

The majority of those participating in Floor discussion were opposed to
licensing of private stables, were opposed to a Citizens Inspection
Committee, and were opposed to any considerable expansion in existing
ordinances regulating animal controls.
The following suggestions were submitted during Floor discussion:
1. In addition to two horses per acre, an additional foal, up to eighteen
(18) months of age, should be allowed on one acre.
2. Federal, State and County aid available for trail construction and
maintenance should be investigated.
3. Enforcement procedures for existing regulations should be reviewed.
4. An equestrian patrol be established to police trail violations.
5. Horses for rent or hire should be restricted to the property involved.
6. Future corrals be required to have a five foot (51) setback from the
property line.
7. Methods to insure adequate fencing should be investigated.
8. Area trails clubs should consider funding trails and offering compre-
hensive training programs for trail courtesies.
9. Hxisting trails should be marked and an updated trails man provided.
10. Arrangements should be made for collecting loose horses and obtaining

11. Commercial boarding stables should be limited to two horses per acre,
with exceptions granted by a variance procedure.

Mr. L. W. Jatkins, 27200 Altamont Road, submitted for Commission review a
letter dated May 7, previously submitted to the Citizens Committee.
MOTION, SBCONDED AND CARRIED: Commissioner Minckley moved, seconded by
McReynolds and carried unanimously, that this matter be continued to the
next Regular Meeting in order to digest the material received and have the
notes of this meeting distributed to the Commission.
OTHER BUSIir-SS:
1. City Manager submitted Los Altos Fire Department recommendations for
proposed fire protection standards for boarding stables.
Commission concurred to take recommendations under advisement.
